Section 100-087 Res. 42-99A; Application to MO Department of Transportation for Surface Transportation Enhancement Funds

A RESOLUTION

authorizing the City Manager to apply to the Missouri Department of Transportation for Surface Transportation Enhancement funds under the Transportation Equity Act for the 21st Century.

SECTION 1.  The City Manager is authorized to apply to the Missouri Department of Transportation for Surface Transportation Enhancement funds under the Transportation Equity Act for the 21st Century, for the following projects during FY99:

    1.    Colt Railroad Corridor Project.  This project is to improve the infrastructure and aesthetics of the COLT corridor from College Avenue to Rogers Street.  It will include the construction of a one-way 16' public street from College Avenue to Fay Street, new storm water facilities along the entire corridor, and the construction of a 6' sidewalk from Fay to Rogers Street.  Grass planting will also be done in the corridor.  Fencing will also be constructed to provide a safety barrier for the railroad operations.

    2.    Route AC Enhancements Project.  This will be done in conjunction with the Route AC reconstruction and realignment project being done by the Missouri Department of Transportation.  It will include the right-of-way acquisition and construction of a landscaped median, sidewalks on both sides of the Route AC corridor, and striping of bicycle lanes along the shoulders of the road.

    3.    Supplemental project for Bear Creek Pedestrian/Bicycle Trail Phase 1. The need for this project has arisen as a result of unforeseen costs necessary to construct the boardwalk section of the trail.  This supplemental phase would cover only the construction of the bridge in the central section of Phase 1.  Enough funds are available through the original application and City match for Phase 1 to complete all portions of the trail except the bridge.

SECTION 2.  Item 3 of section 1 is the City’s top priority.
