A RESOLUTION
providing relocation assistance loans to the residents of Walnut Woods mobile home park.
WHEREAS, residents of the Walnut Woods mobile home park are
being forced to move their
mobile homes; and
WHEREAS, the City of Columbia wishes to provide limited financial
assistance to the
residents of Walnut Woods mobile home park to help offset the cost of moving the mobile homes
subject to the restrictions and conditions set forth in this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA,
MISSOURI, AS FOLLOWS:
SECTION 1. City shall provide unsecured loans of Community
Development Block Grant
funds to residents of Walnut Woods mobile home park who are moving their mobile homes
subject to the following conditions and restrictions:
a. Applicants receiving assistance shall
meet US Department of Housing and Urban
Development, Section 8 Income Guidelines published February 1, 1999. Each applicant shall
demonstrate income eligibility using forms and procedures developed by the City Planning and
Development Department.
b. Applicants shall submit to the City
Planning and Development Department two written
estimates for moving a home from mobile home movers. The assistance shall be the actual cost
of moving a trailer, based on the lowest estimate provided, not to exceed $850. Assistance will
be provided to qualified applicants as reimbursement for costs incurred.
c. An unsecured signature loan shall
be made on the amount described in subsection b at 3%
annual interest rate amortized over a two year term, with payments due at the end of each month.
Payment shall be made to the City of Columbia Community Development Fund.
d. Applicants that receive assistance
shall acknowledge that federal monies are not funding a
project that is causing them to relocate.
e. Applicants that have past due accounts
with the City of Columbia shall bring the accounts
current prior to receiving assistance described in this resolution.
f. Assistance shall not be used to offset
costs incurred prior to the adoption of this resolution.
