Section 101-316 Res. 112-00; Setting a Public Hearing RE: Development of a Community Recreation Center

A RESOLUTION

declaring the necessity for development of a Community Recreation Center; stating the nature of and the estimate of the cost thereof; providing for payment for the improvement; providing for compliance with the prevailing wage law; and setting a public hearing.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The City Council deems the development of a Community Recreation Center to be located on City-owned property at the intersection of Clinkscales and Ash, including an indoor aquatic center, gymnasium, walking track, fitness area, aerobics room, multi-purpose meeting rooms, game room, child care room, concession facilities, locker rooms, staff offices, maintenance and mechanical rooms, parking and landscaping, and a possible expansion for a second gymnasium, a third multipurpose meeting room and a youth fitness and training room, is necessary to the welfare and improvement of the City.

    SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items, accessories and incidentals thereto necessary for the complete construction of the improvements.

    SECTION 3.  The estimated base cost of this improvement is $ 10,500,000 and the estimated cost of the possible expansion is $945,000.

    SECTION 4.  Payment for this improvement shall be made from capital improvement sales tax funds and such other funds as may be lawfully appropriated.  Payment for the estimated cost of the possible expansion would be made from private donations.

    SECTION 5.  Any work done in connection with the construction of the improvement specified above shall be in compliance with the provisions of the prevailing wage laws of the Department of Labor and the State of Missouri, such prevailing wage rates having been established by the Department of Labor and Industrial Relations of Missouri.

    SECTION 6.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m. on July 5, 2000.
