abolishing the Computer Advisory Committee; establishing the Internet Citizens Advisory
Group; adopting a Statement of Purpose for the Citys web page; and fixing the time when this
ordinance shall become effective.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
SECTION 1. Division 12 of Article V of Chapter 2 of the Code of Ordinances
of the City of
Columbia, Missouri relating to the Computer Advisory Committee is hereby repealed.
SECTION 2. A new Division 12 of Article V of Chapter 2 of the Code of
Ordinances of the
City of Columbia, Missouri is hereby enacted as follows:
DIVISION 12. INTERNET CITIZENS ADVISORY GROUP
Sec. 2-375. Established.
The Internet Citizens Advisory Group is hereby established.
Sec. 2-375.1. Duties and Objectives.
The Internet Citizens Advisory Group shall make recommendations to the city staff
and the city council on resource priority for the citys effective utilization of the Internet. The
Internet Citizens Advisory Group shall serve as a focus group to assess the user friendliness and
effectiveness of the citys Internet activities. The group shall submit an annual report
to the city
Sec. 2-375.2. Membership.
The Internet Citizens Advisory Group shall consist of seven (7) members appointed by the city
council. Two (2) of the initial members shall serve a term of one (1) year, two (2) a term of
years, and three (3) a term of three years. Thereafter, appointments shall be for terms of three
years, except that appointments to fill vacancies shall be for unexpired terms only. Members
shall serve without compensation.
Sec. 2-375.3. Officers; meetings; staff support.
The group shall elect from its members a chair, vice-chair and secretary. The chair shall preside
at meetings. If the chair is absent or unable to preside, the vice-chair shall preside. The
shall keep a permanent record of the proceedings of the group. The city manager shall provide
the group with information and staff needed for the group to make informed recommendations to
the city staff and city council.
SECTION 3. The City Council adopts the following Statement of Purpose
for the Citys web
The City of Columbias web page is a channel for conducting business and bi-directional
communications with the Citys current and potential residents, visitors, employees, and
businesses. The Citys web page is cross promoted through other city communications channels
to provide timely, accurate, and easy to obtain information about Columbia City Government, its
programs, processes and issues facing it. The City will conduct business through its web page
a supplement to other conduits for recruiting, scheduling, registering, permitting, routine
transactions for city services, and purchasing of goods and services.
SECTION 4. This ordinance shall be in full force and effect from and after
