Section 101-511 Ord. 16619; Amending the FY 2000 Classification Plan; Adopting the FY 2001 Pay Plan

AN ORDINANCE

amending the FY 2000 classification plan; adopting the FY 2001 pay plan; providing for implementation of the pay plan; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1. The City Council amends the FY 2000 classification plan by adding and deleting the classifications indicated on “Exhibit A” which is attached to this ordinance.
    SECTION 2.  The City Council adopts the FY 2001 pay plan which is attached to this ordinance as “Exhibit B.”

    SECTION 3.  All employees shall receive a 2% pay increase; provided that, such increase shall not be given where it would establish or increase a rate of pay above the maximum rate of pay established by this ordinance.

    SECTION 4.  The average merit increase adjustment for FY 2001 shall not exceed 2% or 27 cents per hour, whichever is higher.  (The 27 cents per hour is based on a 40-hour work week. This amount shall be prorated for employees whose regular work period averages 56 hours per week.)  Merit increases exceeding twice the average shall not be given without the City Manager's written approval.  Merit increases exceeding twice the average for employees at the top of their respective pay grades on September 30, 2000, shall not be given without the City Manager’s written approval.  Employees moved to the new minimum of a pay grade shall not be eligible for a merit increase in FY 2001, except that every employee moved to the new minimum of a pay grade shall be eligible for at least a 4% total increase in FY 2001.  Any additional merit increase for these employees would require the City Manager’s written approval.  Employees hired in FY 2001 shall not be eligible for a merit increase for twelve months from the date of hire.

    SECTION 5.  The City Manager shall assign employees to appropriate classifications adopted by this ordinance.

    SECTION 6.  The pay plan adopted in section 2 and the pay increase adopted in section 3 shall apply to all hours worked in the pay period beginning on October 1, 2000.

    SECTION 7.  This ordinance shall be in full force and effect from and after its passage.
