Section 101-636 Ord. 16687; Authorizing Construction of Improvements to Lake of the Woods Golf Course; Calling for Bids

AN ORDINANCE

declaring it is in the public interest to proceed with construction of improvements to Lake of the Woods Golf Course; approving plans and specifications for the improvements; determining that a portion of the  work shall be done by contract and a portion by City employees; ordering advertisement for bids; calling for bids through the Purchasing Division; providing for payment for the improvement; providing for compliance with the prevailing wage law; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  Subsequent to the adoption of a resolution by the City Council, declaring the necessity for construction of improvements to Lake of the Woods Golf Course and pursuant to the publication of the resolution in a daily newspaper of general circulation in the City of Columbia, Missouri, and the affidavit of publication filed; and after a public hearing as provided for in Section 75 of the Home Rule Charter, the Council finds and determines that construction of such improvements, including the installation of a deep well, irrigation system and improvements to the fairway, are necessary for the welfare and improvement of the city and that it is in the public interest that such improvements be made.

    SECTION 2.  The plans and specifications for these improvements filed in the office of the city clerk, are hereby approved, adopted and made a part hereof by reference as fully as if set forth herein verbatim.

    SECTION 3.  The City Clerk is authorized and directed to advertise for bids for the installation of the irrigation system, according to the provisions of Section 2278 of the Code of Ordinances of the City of Columbia, Missouri.

    SECTION 4.  The City Manager, through the head of the purchasing division, is hereby authorized to call for bids for the installation of the deep well and improvements to the fairway and to execute a contract for this improvement.  As deemed advisable by the City Manager pursuant to Section 70 of the City Charter, city employees shall be used for construction of the housing structure for the pump station and well.

    SECTION 5.  Payment for these improvements shall be made from the Golf Course Improvement Fund, Designated Loan Fund, and such other funds as may be lawfully appropriated.

    SECTION 6.  The City shall cause to be inserted into the contracts a stipulation to the effect that not less than the prevailing hourly rate of wages, as found by the Department of Labor and Industrial Relations of Missouri, shall be paid to all workers performing work under the contract. The contractor's bond shall include such provisions as will guarantee the faithful performance of the prevailing hourly wage clause, as provided by the contract.

    SECTION 7.  This ordinance shall be in full force and effect from and after its passage.
