AN ORDINANCE
amending Chapter 20 of the City Code as it relates to the Planning and Zoning Commission; and
fixing the time when this ordinance shall become effective.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
FOLLOWS:
SECTION 1. Chapter 20 of the Code of Ordinances of the City of Columbia,
Missouri, is
hereby amended as follows:

ARTICLE III. PLANNING AND ZONING COMMISSION*

Sec. 20-38. Removal of members.
Any member of the commission other than the director of public works,
may be removed by
the council at any time after public hearing.
Sec. 20-39. Officers; organization; rules and regulations; quorum.
The commission shall elect annually from among its members its own chairman,
vice-chairman and secretary, and from time to time provide such rules and regulations, not
inconsistent with the ordinances of the city, for its own organization and procedure as it may
deem proper; provided, however, its chairman shall be elected from among the appointed
members. Six (6) Five (5) members of the commission shall constitute
a quorum for the
transaction of business.
Sec. 20-40. Employment of assistants and advisors.
The commission shall have authority to employ such assistants and technical
advisers as it
considers necessary, within the limits of the budget appropriation.
Sec. 20-41. Powers and dutiesGenerally.
The commission shall have the authority and duty to:
(1) Prepare, adopt, and submit to the
council for its approval adoption a comprehensive plan
for the physical development of the city, including and uses of land in the city. The plan may
include the general location and character of residential, commercial, industrial and other
areas, the general location, character and extent of streets, bridges, parks, waterways and
other
public ways, grounds, and spaces, together with the general location of public buildings and
other public property, public utilities, and the extent and location of any public housing or slum
clearance projects.
(2) Make recommendations in connection with the execution
and detailed interpretation of
the comprehensive plan, and make such changes and adjustments in the plan as may be deemed
desirable from time to time.

Sec. 20-42. SameZoning ordinance and subdivision plats.
(a) The commission may shall exercise the authority vested in
it by the state zoning enabling
acts. It shall prepare and recommend to the council a comprehensive zoning ordinance,
or
propose such amendments or revisions thereof, with such provisions to
Chapter 29 of this Code
as the commission shall deem necessary or desirable for the promotion of the health, safety,
morals and general welfare of the inhabitants of the city. Such provisions may include
regulations as to the location, width, height, and bulk of buildings; the size of yards, courts, and
other open spaces surrounding buildings; and the use of buildings and land. The commission
shall hear applications for amendments, modifications or revisions of the zoning ordinance and
shall forward such applications to the council with its recommendations thereon. The
recommendations of the commission shall not be binding upon the council, which may approve
or disapprove the commission's findings; however, no plan, no zoning ordinance, nor any
modification, amendment or revision thereof, shall be finally considered by the council unless
the same shall have been first submitted to the commission for its examination and
recommendation.

Sec. 20-43. Reports.
The commission shall make an annual report to the council covering its
investigations,
transactions and recommendations, and such other reports to the council relative
thereto as it may
deem proper or as required by the council.
