Ordinance No.            16774              Council Bill No.           B 32-01            

adopting “Metro 2020: A Planning Guide for Columbia’s Future”; describing the nature of that document; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The City Council adopts “Metro 2020: A Planning Guide for Columbia’s Future,” a copy of which, marked “Exhibit A,” is attached to this ordinance.

    SECTION 2.  “Metro 2020: A Planning Guide for Columbia’s Future,” shall replace all components of the Comprehensive Plan for the City of Columbia adopted on January 3, 1983, by Ordinance No. 9703, except the Major Thoroughfare Plan, a part of the Transportation Plan component of the Comprehensive Plan.

    SECTION 3. “Metro 2020: A Planning Guide for Columbia’s Future,” shall also replace the City of Columbia Land Use Plan consisting of:

1)    the South Area Land Use Plan originally adopted on February 5, 1990 by Ordinance No. 12494;

2)    the Northwest Area Land Use Plan originally adopted on April 16, 1990 by Ordinance No. 12576;

3)    the Northeast Area Land Use Plan originally adopted on June 18, 1990

by Ordinance No. 12652;

4)    the East Area Land Use Plan originally adopted on October 22, 1990 by Ordinance No. 12773;

5)    the West Area Land Use Plan originally adopted on April 1, 1991 by Ordinance No. 12914; and

6)    the Central Area Land Use Plan originally adopted on May 20,1991 by Ordinance No. 12960.

    SECTION 4. “Metro 2020: A Planning Guide for Columbia’s Future” shall serve as a general guide to public and private actions in the development of the City.  The Plan is advisory only and not regulatory.  The Plan does not control the use of private property and does not limit the City Council’s discretion in enacting land use regulations.

    SECTION 5.  This Ordinance shall be in full force and effect from and after its passage.
