Section 102-080 Res. 17-01; Setting a Public Hearing RE: Construction of Rollins Road from Rothwell Heights to Colonial Gardens

A RESOLUTION

declaring the necessity for construction of Rollins Road from Rothwell Heights to Colonial Gardens and Altai Drive from Rollins Road northward approximately 230 feet to existing pavement; declaring the necessity of installing traffic calming devices on Rollins Road in Rothwell Heights and Colonial Gardens and on Kunlun Drive and Broadfield Drive in Broadway Farms subdivision; stating the nature of and the estimate of the cost thereof; providing for payment of the  improvement; providing for compliance with the prevailing wage law; and setting a public hearing.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The City Council deems the following projects necessary to the welfare and improvement of the City:

    (a)  the construction of Rollins Road from Rothwell Heights to Colonial Gardens including asphaltic concrete pavement of varying width with portland cement concrete curbs and gutters along with medians, a round-a-bout, a 5 foot wide sidewalk and a pedway;

    (b)  the construction of asphaltic concrete pavement with portland cement concrete curbs and gutters or in the alternative portland cement concrete paving with integral curbs both 32 foot wide on Altai Drive from Rollins Road north approximately 230 feet to existing pavement; and

    (c)  installation of traffic calming devices including medians, bulb outs, small round-a-bouts, and speed bumps on Rollins Road in Rothwell Heights and Colonial Gardens and on Kunlun Drive and Broadfield Drive both in Broadway Farms Subdivision.

    SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items, accessories and incidentals thereto necessary for the complete construction of the improvements.

    SECTION 3.  The estimated cost of this improvement is $699,500.

    SECTION 4.   Payment for this improvement shall be made by special tax bills evidencing special assessments levied and assessed against the property specially benefitted by and abutting the improvement in the manner specified by the laws of the State of Missouri and the Charter and Ordinances of the City of Columbia, in an amount not to exceed $ 15.00 per abutting foot along Rollins Road and $30.00 per abutting foot along Altai Drive; and the balance from County Road Tax Rebate Funds, and from such other funds as may be lawfully appropriated.

    SECTION 5.  Any work done in connection with the construction of the improvement specified above shall be in compliance with the provisions of the prevailing wage laws of the Department of Labor and the State of Missouri, such prevailing wage rates having been established by the Department of Labor and Industrial Relations of Missouri.

    SECTION 6.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m. on February 19, 2001.
