Section 103-136 Res. 48-02; Setting a Public Hearing RE: Annexation of the "East Area"
Council Bill No. R 48-02
A RESOLUTION
proposing to annex the East Area to the City of Columbia, Missouri; and setting a public
hearing to present a Plan of Intent and receive public comment.
WHEREAS, the City of Columbia proposes to annex the area referred to in this
resolution as
the East Area; and
WHEREAS, a Plan of Intent describing the services proposed to be
furnished by the City is
being prepared; and
WHEREAS, a public hearing is required to allow citizens to express opinions
on the proposed
annexation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA,
MISSOURI, AS FOLLOWS:
SECTION 1. The City of Columbia hereby expresses its intent to annex the
East Area. The
East Area is contiguous to the existing city limits and is
generally described as:
AN AREA CONTAINING APPROXIMATELY 2.4 SQUARE MILES LOCATED
GENERALLY EAST OF THE CITY LIMITS, INCLUDING SEVERAL ISLANDS OF
UNINCORPORATED BOONE COUNTY SURROUNDED BY THE CITY, AS
ILLUSTRATED BY THE MAP, MARKED EXHIBIT A, WHICH IS ATTACHED TO AND
MADE A PART OF THIS RESOLUTION.
The length of the contiguous boundary common to the existing city limits and the area proposed
to be annexed is at least fifteen percent of the length of the perimeter of the area proposed for
annexation.
SECTION 2. A public hearing will be held before the City Council of the City
of Columbia,
Missouri in the Council Chamber on the Fourth Floor of the Daniel Boone Building, 701 E.
Broadway, Columbia, Missouri on Monday, May 6, 2002 at 7:00 p.m. to consider the proposed
annexation of the East Area to the City of Columbia, Missouri. At the hearing, the
City shall
present a Plan of Intent and evidence in support of the plan. All citizens and interested
persons
will be given an opportunity to be heard.
SECTION 3. The City Clerk is hereby directed to cause notice of this hearing
to be published
in a newspaper of general circulation in Boone County, Missouri, once a week for three
consecutive weeks prior to the hearing, with at least one such notice being not more than twenty
days and not less than ten days before the hearing.
SECTION 4. The City Manager shall cause a good faith effort to be made
to give notice of the
hearing to all fee owners of record within the area proposed to be annexed by certified mail, not
less than thirty nor more than sixty days before the hearing.
