Section 103-401; Res. 134-02; Authorizing the Filing of an Application w/U.S. Department of Transportation RE: Transportation Planning Grants
Council Bill No. R 134-02
authorizing the filing of an application with the United States Department of Transportation for a
grant under the 1998 Transportation Equity Act for the 21st Century, and under Chapter 53 of
Title 49, U.S. Code Sec. 5303; and authorizing the filing of an application with the Federal
Highway Administration and the Federal Transit Administration of the U.S. Department of
Transportation and the Missouri State Highway Commission for transportation planning grants.
WHEREAS, the Secretary of Transportation is authorized to make grants for transportation
WHEREAS, the contract of financial assistance will impose certain obligations
applicant, including the provision by it of the local share of project costs; and
WHEREAS, it is required by the U.S. Department of Transportation in accordance
provisions of Title VI of the Civil Rights Act of 1964, that, in connection with the filings of an
application for assistance under Chapter 53 of Title 49, U.S. Code, Section 5303 that the
applicant give an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and
the U.S. Department of Transportation requirements thereunder; and
WHEREAS, it is the goal of the applicant that minority business enterprise be
utilized to the
fullest extent possible in connection with this project, and that definitive procedures shall be
established and administered to ensure that minority businesses shall have the maximum feasible
opportunity to compete for contracts when procuring construction contracts, supplies, equipment
contracts or consultant and other services.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA,
MISSOURI, AS FOLLOWS:
SECTION 1. The City Manager is authorized to execute and file an application
on behalf of
the City of Columbia, Missouri, with the U.S. Department of Transportation, to aid in the
financing of planning projects pursuant to the 1998 Transportation Equity Act for the 21st
Century, and under Chapter 53 of Title 49, U.S. Code, Section 5303.
SECTION 2. The City Manager is authorized to execute and file with such
assurance or any other document required by the U.S. Department of Transportation effectuating
the purposes of Title VI of the Civil Rights Act of 1964.
SECTION 3. The City Manager is authorized to furnish such additional information
U.S. Department of Transportation may require in connection with the application or the project.
SECTION 4. The City Manager is authorized to set forth and execute affirmative
business policies in connection with the project's procurement needs.
