Section 103-445; Ord. 17411; Changing the Uses Allowed on C-P Zoned Property Located on the West Side of Oakland Gravel Road; Approving the C-P Development Plan of David & Harriet Guitar Historic Mansion; Placing the Property in District HP; Establishing Landmark Status

AN ORDINANCE

changing the uses allowed on C-P zoned property located on the west side of Oakland Gravel Road, approximately 1,500 feet north of Holly Avenue; approving the C-P Development Plan of David & Harriet Guitar Historic Mansion; approving less stringent screening requirements; placing the property in District HP (Historic Preservation Overlay District); designating the Guitar Mansion located on the property as a landmark; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The uses allowed on the C-P (Planned Business District) zoned portion of the following described property:

Lot 2 of McCaleb Subdivision, as recorded in Book 34, Page 104 of the Boone County, Missouri records

are changed from wedding reception facility to bed and breakfast establishment, meeting room and gift shop.
    
    SECTION 2.  The City Council hereby approves the C-P Development Plan of David & Harriet Guitar Historic Mansion located on Lot 2 of McCaleb Subdivision as described in section 1.  The Director of Planning and Development shall use the design parameters set forth in “Exhibit A” which is attached to and made a part of this ordinance as guidance when considering any future revisions to the C-P Development Plan.

    SECTION 3.  The City Council approves property owner’s request that landscape screening not be required along the north, south and west sides of the site, except for the screening shown for the parking areas along the north side of the site.

    SECTION 4.  The Zoning District Map established and adopted by Section 29-4 of the Code of Ordinances of the City of Columbia, Missouri, is hereby amended and changed so that the following described property:

Lot 2 of McCaleb Subdivision, as recorded in Book 34, Page 104 of the Boone County, Missouri records

will become a part of District HP (Historic Preservation Overlay District).  

    SECTION 5.  The David Guitar Mansion located on the property described in section 4 is designated as a landmark.  The following historical and architectural features shall be subject to regulation:

All exterior features, except rear and side porches;
    Smokehouse exterior;
    Summer kitchen exterior;
    Dovecote and garden walls;
    Front room interiors (4 rooms off stair hall);
    Stair hall itself.

    SECTION 6.  This ordinance shall be in full force and effect from and
after its passage.
