A RESOLUTION
    
            establishing the Employee Benefit Committee.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The Employee Benefit Committee is hereby established.  The purposes of the Committee are to provide regular employee input on the benefits offered by the City; to explore avenues to enhance benefits while improving efficiency and controlling costs; and to establish a regular forum of education and communication for employees regarding benefit selection and cost.

    SECTION 2.  The Committee shall consist of eleven members.  One member shall be appointed by the City Manager and shall serve at the pleasure of the City Manager.  One member shall be the Director of Human Resources or the Director’s designee.  Nine members will be chosen through an election process conducted by the Human Resources Department each August. Two of the nine elected members shall be chosen by employees represented by Local 773; one by employees represented by the Water and Light Association; one by employees represented by the Columbia Police Officers Association; one by employees represented by Local 1055; and four by unrepresented employees.  The nine members chosen through an election process shall serve three year staggered terms.  In order to establish staggered terms, three members of the initial Committee shall serve one year terms; three shall serve two year terms; and three shall serve three year terms.  The initial Committee shall determine by lot which of its nine elected members shall serve one year terms, two year terms and three year terms.   The Committee shall select a chair, vice-chair and secretary at the beginning of each fiscal year.  The Human Resources Department shall provide staff support for the Committee.

    SECTION 3.  At the beginning of each fiscal year, the Committee shall meet  and establish a proposed project agenda for the year.  Projects will be recommended by the Committee to the Director of Human Resources and must be approved by the City Manager. Projects will include, but are not limited to:

    a.    Participation in review of health care benefits;
    b.    Preparation and analysis of employee surveys;
    c.    Review of benefit programs offered by the City;
    d.    Preparation and distribution of educational materials for employees; and
    e.    Other benefit related projects.

Committee recommendations and supporting information will be submitted to the Director of Human Resources annually, by April 1, to coincide with the budget preparation and the meet and confer process.
