Section 103-622; Res. 214-02; Setting a Public Hearing RE: Construction of Green Meadows Road from Providence Road to Route AC

A RESOLUTION
declaring the necessity for the construction of Green Meadows Road from Providence Road to
Route AC; stating the nature of and the estimate of the cost of the improvement; providing for
payment for the improvement; providing for compliance with the prevailing wage law; and
setting a public hearing.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
FOLLOWS:
SECTION 1. The City Council deems the construction of Green Meadows Road
from
Providence Road to Route AC, necessary to the welfare and improvement of the City. Green
Meadows Road is proposed to be constructed to one of three alternative standards selected by
Council. All alternatives considered include a portland cement concrete pavement with integral
cubs, or an asphaltic concrete pavement with portland cement concrete curb and gutters, 5-foot
sidewalks on at least one side of the street, storm drainage improvements and other
miscellaneous improvements, all in accordance with the City of Columbia Street and Storm
Sewer Specifications and Standards.
SECTION 2. The nature and scope of the improvement shall consist of furnishing
all labor,
materials, transportation, insurance and all other items, accessories and incidentals thereto
necessary for the complete construction of the improvements.
SECTION 3. The estimated cost of the planned improvements range from $1,380,258
to
$1,876,134.
SECTION 4. Payment for this improvement shall be made by special tax bills
evidencing
special assessments levied and assessed against the property specially benefited and abutting the
improvement in the manner specified by the laws of the State of Missouri and the Charter and
Ordinances of the City of Columbia, in an amount not to exceed $15.00 per abutting front foot;
and the balance from Sales Tax Funds, Surface Transportation Program Funds and such other
funds as may be lawfully appropriated.
SECTION 5. Any work done in connection with the construction of the improvement
specified above shall be in compliance with the provisions of the prevailing wage laws of the
State of Missouri.
SECTION 6. This resolution shall be published in a daily newspaper of
general circulation in
the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this
improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E.
Broadway, Columbia, Missouri, at 7:00 p.m. on December 16, 2002.
