Council Bill No.          R 4-04

declaring the necessity for the construction of a 12inch water main serving Vanderveen Crossing, Plat 13; stating the nature of the improvement; estimating the extra cost for constructing a 12-inch rather than an 8-inch water main; providing that the improvement shall be made by Stephen Herigon Construction, Inc.; providing that payment for the extra cost of constructing a larger water main shall be from water utility funds; and setting a public hearing.

WHEREAS, Stephen Herigon Construction, Inc. desires to install an 8inch water main to serve property abutting the proposed water main extension; and

WHEREAS, the City for reasons of health, safety, public welfare, and future adequate service to areas other than Vanderveen Crossing, Plat 13, requires that a 12inch water main be installed; and

WHEREAS, plans and specifications for such installation have been prepared by the Director of the Water and Light Department.

SECTION 1.  The Council deems the construction of about 1,440 feet of 12inch water main pipes and accessory valves and fittings serving Vanderveen Crossing, Plat 13 necessary to assure adequate future water supply for the health, safety and welfare of the citizens of the City.

SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items necessary for the complete construction of the water main described in Section 1.

SECTION 3.  The estimated differential cost (the cost of constructing a 12-inch water main which exceeds the cost of constructing an 8-inch water main) of this improvement is $ 10.03 per linear foot; and the estimated differential cost of solid rock excavation, if necessary, above that required to install an 8inch water main, is $ 2.00 per linear foot.

SECTION 4.  This improvement shall be made by Stephen Herigon Construction, Inc.

SECTION 5.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m., on January 20, 2004.

ADOPTED this 5th day of January, 2004.
