A RESOLUTION

declaring the necessity for the construction of a 12-inch water main serving Boone Quarry, Plat 3; stating the nature of the improvement; estimating the extra cost for constructing a 12-inch rather than an 8-inch water main; providing that the improvement shall be made by Con-Agg, LLC; providing that payment for the extra cost of constructing a larger water main shall be from water utility funds; and setting a public hearing.

    WHEREAS, Con-Agg, LLC desires to install an 8-inch water main to serve property abutting the proposed water main extension; and

    WHEREAS, the City for reasons of health, safety, public welfare, and future adequate service to areas other than Boone Quarry, Plat 3, requires that a 12-inch water main be installed; and

    WHEREAS, plans and specifications for such installation have been prepared by the Director of the Water and Light Department.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The Council deems the construction of about 800 feet of 12-inch water main pipes and accessory valves and fittings serving Boone Quarry, Plat 3 necessary to assure adequate future water supply for the health, safety and welfare of the citizens of the City.

    SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items necessary for the complete construction of the water main described in Section 1.

    SECTION 3.  The estimated differential cost (the cost of constructing a 12-inch water main which exceeds the cost of constructing an 8-inch water main) of this improvement is $ 10.88 per linear foot; and the estimated differential cost of solid rock excavation, if necessary, above that required to install an 8-inch water main, is $ 2.00 per linear foot.

    SECTION 4.  This improvement shall be made by Con-Agg, LLC.

    SECTION 5.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m., on April 5, 2004.
