AN ORDINANCE

declaring it is in the public interest to proceed with construction of improvements at the Columbia Cosmopolitan Recreation Area - Roller Hockey Court; approving plans and specifications for the improvements; calling for bids through the Purchasing Division; determining that a portion of the work shall be done by City employees; providing for payment for the improvement; authorizing the City Manager to execute an agreement with the State of Missouri; appropriating funds; and fixing the time when this ordinance shall become effective.

    SECTION 1.  The Council finds that construction of sideboards at the Columbia Cosmopolitan Recreation Area - Roller Hockey Court, is necessary for the welfare and improvement of the City and that it is in the public interest that such improvement be made

    SECTION 2.  The plans and specifications for this improvement filed in the office of the City Clerk, are hereby approved, adopted and made a part hereof by reference as fully as if set forth herein verbatim.

    SECTION 3.  The City Manager, through the head of the purchasing division, is hereby authorized to call for bids and award a contract for the acquisition of the sideboards.  As deemed advisable by the City Manager, City employees shall be used to install the sideboards.

    SECTION 4.  Payment for this improvement shall be made from a Land and Water Conservation Fund Grant, Park Sales Tax Funds, and from such other funds as may be lawfully appropriated.
    SECTION 5.  The City Manager is hereby authorized to execute an agreement with the State of Missouri for a Land and Water Conservation Fund Grant.  The form and content of the agreement shall be substantially as set forth in "Exhibit A" attached hereto and made a part hereof as fully as if set forth herein verbatim.

    SECTION 6.  The sum of $ 14,727 is hereby appropriated from State Grant Revenue Account No. 440-0000-462.10-00 C00179 and the sum of $ 18,000 is appropriated from the Annual Park Improvement Fund Account No. 440-8800-548.49-90 C00056 to the Skate Park/Hockey Boards Account No. 440-8800-548.49-90 C00179.

    SECTION 7.  This ordinance shall be in full force and effect from and after its passage.
