extending the corporate limits of the City of Columbia, Missouri, by annexing property
east of Range Line Street (State Route 763) and south of Prathersville Road; directing the City
Clerk to give notice of the annexation; placing the property annexed in District M-1; and fixing
the time when this ordinance shall become effective.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
SECTION 1. The City Council hereby finds that a verified
petition was filed with the City on
May 18, 2004, requesting the annexation of land which is contiguous and compact to the existing
corporate limits of the City and which is described in Section 4 of this ordinance. This petition
was signed by Richard Bock, Chairman of the Board of Trustees of the Boone County Regional
Sewer District, the owner of the fee interest of record in the land proposed to be annexed. A
public hearing was held concerning this matter on July 6, 2004. Notice of this hearing was
published more than seven days prior to the hearing in two newspapers of general circulation
qualified to publish legal matters. At the public hearing all interested persons, corporations
political subdivisions were permitted to present evidence regarding the proposed annexation.
SECTION 2. The Council determines that the annexation
is reasonable and necessary to the
proper development of the City and that the City has the ability to furnish normal municipal
services to the area to be annexed within a reasonable time.
SECTION 3. The Council determines that no written objection
to the proposed annexation has
been filed within fourteen days after the public hearing.
SECTION 4. The City Council hereby extends the city limits
by annexing the land described
in Section 1-11.133 of the Code of Ordinances of the City of Columbia, Missouri, which is
hereby added to Chapter 1 of the City Code and which reads as follows:
Section 1-11.133. August, 2004 Extension of Corporate Limits.
The corporate limits of the City of Columbia shall include the following land:
Description of the lagoon site south of Gas Light Acres (a subdivision located in the
Quarter of Section 19, Township 49 North, Range 12 West of the Fifth Principal Meridian in
Boone County, Missouri)
Starting at a point shown by the surveys in Book 509 at Page 494, Book 497 at Page 176,
388 at Page 665 and Book 371 at Page 118, Records of Boone County, as the West Quarter
corner of Section 19, Township 49 North, Range 12 West of the Fifth Principal Meridian in
Boone County, Missouri; thence along the East-West Subdivision line of Section 19, S 89º 12
a distance of 1,596.47 feet to a point on the Northerly extension of the East line of Lots 7 and 8,
Block #1 of Gas Light Acres as shown by the plat thereof in Plat Book 8 at Page 8, Records of
Boone County (from this point an iron marking the Southeast corner of the West Half of the
Northwest Fractional Quarter of said Section 19, bears S 89º12 E a distance of 75.78 feet);
thence along the East line of said Lots 7 and 8 and the Northerly extension thereof, S 0º 52
distance of 297.40 feet to the Southeast corner of said Lot 8 of Block #1 of Gas Light Acres;
thence S 1º13 W a distance of 701.65 feet to the BEGINNING of this description; THENCE S
3º54 E a distance of 316.00 feet; THENCE S 84º21 W a distance of 194.71 feet;
11º06 W a distance of 308.88 feet; THENCE N 82º18 E a distance of 233.85 feet
Beginning and containing 1.534 acres.
SECTION 5. The City Clerk is hereby authorized and directed
to cause three certified copies
of this ordinance to be filed with the Clerk of Boone County, Missouri. The City Clerk is further
authorized and directed to forward to the Missouri Department of Revenue, by registered or
certified mail, a certified copy of this ordinance and a map of the City clearly showing the area
annexed to the City.
SECTION 6. The property described in Section 4 is in the

described in Section 4 will be zoned and become a part of District M-1 (General Industrial
