A POLICY RESOLUTION

establishing a policy governing the use of Convention and Visitors Bureau Attraction Development Funds.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1. The City Council establishes the following policy governing the use of Convention and Visitors Bureau Attraction Development Funds:

    1.    The initial focus of the Attraction Development Fund shall be to develop a local base of attractions that will support a future destination attraction (defined as an attraction that, solely on its own merit, provides the primary reason for a visit to the City of Columbia).

    2.    A priority of the Attraction Development Fund shall be to develop those attractions both existing and proposed that are in the City’s center.

    3.    All attractions must meet the criteria outlined in the Tourism Attraction Development Fund application guidelines, attached hereto as “Exhibit A,” and show well developed strategies for providing programming or exhibits and marketing that will attract out-of-market visitors. Funded attractions shall be required to work together to develop two joint marketing or promotional programs annually.

    4.    Applications shall also be accepted and solicited from existing or proposed attractions not in the City’s center.

    5.    City staff shall retain a consultant to assist in identification of potential destination attractions that would be beneficial to and compatible with the City of Columbia. A portion of the Attraction Development Funds shall be reserved for this purpose.
