A RESOLUTION

declaring the necessity for the construction and extension of 8-inch and 12-inch water mains serving Hunter’s Gate, Plat 3A; stating the nature of the improvement; estimating the extra cost for constructing 8-inch and 12-inch water mains rather than 6-inch water mains; providing that the improvement shall be made by Stephen Herigon Construction, Inc.; providing that payment for the extra cost of constructing larger water mains shall be from water utility funds; and setting a public hearing.

    WHEREAS, Stephen Herigon Construction, Inc. desires to install 6-inch water mains to serve property abutting the proposed water main extension; and

    WHEREAS, the City for reasons of health, safety, public welfare, and future adequate service to areas other than Hunter’s Gate, Plat 3A, requires that 8-inch and 12-inch water mains be installed; and

    WHEREAS, plans and specifications for such installation have been prepared by the Director of the Water and Light Department.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The Council deems the construction of about 1,170 feet of 8-inch and 1,005 feet of 12-inch water main pipes and accessory valves and fittings serving Hunter’s Gate, Plat 3A necessary to assure adequate future water supply for the health, safety and welfare of the citizens of the City.

    SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items necessary for the complete construction of the water main described in Section 1.

    SECTION 3.  The estimated differential cost for an 8-inch water main (the cost of constructing an 8-inch water main which exceeds the cost for constructing a 6-inch water main) for this improvement is $ 4.85 per linear foot. The estimated differential cost for a 12-inch water main (the cost of constructing a 12-inch water main which exceeds the cost of constructing a 6-inch water main) for this improvement is $ 14.61 per linear foot; and the cost of solid rock excavation, if necessary, above that required to install a 12-inch water main, is $2.00 per linear foot.

    SECTION 4.  This improvement shall be made by Stephen Herigon Construction, Inc.

    SECTION 5.  Payment of differential costs, not to exceed the estimated amounts stated in Section 3, shall be made to Stephen Herigon Construction, Inc. from the Capital/Transmission and Distribution Mains Account upon satisfactory completion of the work and acceptance of the Engineer's Report by the City Council.

    SECTION 6.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m., on October 18, 2004.
