A RESOLUTION

declaring the necessity for the construction and extension of a 12-inch water main serving Woodhaven Apartments; stating the nature of the improvement; estimating the extra cost for constructing a 12-inch rather than an 8-inch water main; providing that the improvement shall be made by GAP Properties, LLC; providing that payment for the extra cost of constructing a larger water main shall be from water utility funds; and setting a public hearing.

    WHEREAS, GAP Properties, LLC desires to install an 8-inch water main to serve property abutting the proposed water main extension; and
    WHEREAS, the City for reasons of health, safety, public welfare, and future adequate service to areas other than Woodhaven Apartments, requires that a 12-inch water main be installed; and

    WHEREAS, plans and specifications for such installation have been prepared by the Director of the Water and Light Department.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The Council deems the construction of about 1,330 feet of 12-inch water main pipes and accessory valves and fittings serving Woodhaven Apartments necessary to assure adequate future water supply for the health, safety and welfare of the citizens of the City.

    SECTION 2.    The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items necessary for the complete construction of the water main described in Section 1.

    SECTION 3.  The estimated differential cost (the cost of constructing a 12-inch water main which exceeds the cost of constructing an 8-inch water main) of this improvement is $10.09 per linear foot; and the estimated differential cost of solid rock excavation, if necessary, above that required to install an 8-inch water main, is $2.00 per linear foot.

    SECTION 4.  This improvement shall be made by GAP Properties, LLC.

    SECTION 5.  Payment of differential costs, not to exceed the estimated amounts stated in Section 3, shall be made to by GAP Properties, LLC from the Capital/Transmission and Distribution Mains Account upon satisfactory completion of the work and acceptance of the Engineer's Report by the City Council.

    SECTION 6.  This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m., on September 6, 2005.
