AN ORDINANCE

adopting a budget for the City of Columbia, Missouri for the fiscal year October 1, 2005, through September 30, 2006 (FY 2006); and fixing the time when this ordinance shall become effective.

    WHEREAS, the City Manager of the City of Columbia, Missouri has submitted a budget for FY 2006; and

    WHEREAS, a public hearing has been held on the budget as required by the Revised Statutes of the State of Missouri, and the Home Rule Charter for the City of Columbia, Missouri.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The budget for FY 2006 for the City of Columbia, Missouri, as set forth in the document attached hereto, marked "Exhibit A," and incorporated by reference as if fully set forth herein, is hereby adopted.

    SECTION 2.    The City Manager is hereby directed to cause the proper accounting entries to be made in the books and records of the City to reflect the appropriations set forth in the budget.

    SECTION 3.    The City Manager, upon the recommendation of the department or agency head, may transfer any unencumbered appropriation balance or portion thereof from one classification of expenditure to another within an office, department or agency, and such transfers shall be reported to the City Council at the next meeting of the Council following such transfer.

    SECTION 4.    At the request of the City Manager and within the last six months of the fiscal year, the City Council may, by resolution, transfer any unencumbered appropriation balance or portion thereof from one office, department or agency to another.  No transfer shall be made of specified fixed appropriations.

    SECTION 5.    This ordinance shall be in full force and effect from and after September 30, 2005.
