Section 106-561; Ord. 18709; Amending the Classification Plan; adopting the FY 2006 Pay Plan; providing for implementation of the Pay Plan

AN ORDINANCE

amending the Classification Plan; adopting the FY 2006 Pay Plan; providing for implementation of the Pay Plan; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The City Council amends the Classification Plan as indicated on “Exhibit A” which is attached to this ordinance.

    SECTION 2.    The City Council adopts the FY 2006 Pay Plan which is attached to this ordinance as “Exhibit B.”

    SECTION 3.    All permanent employees shall receive a 3.0% pay increase or 38 cents per hour, whichever is higher; provided that, such increase shall not be given where it would establish or increase a rate of pay above the maximum rate of pay established by this ordinance.

    SECTION 4.    The average merit increase adjustment for FY 2006 shall not exceed 1%.  Merit increases exceeding twice the average shall not be given without the City Manager's written approval.

    SECTION 5.    The City has experienced difficulty in recruiting and retaining employees in certain classifications.  It is sometimes necessary to hire employees in these classifications at a higher rate of pay than some current employees in the same classification.  The City Manager is authorized to adjust the salaries of current employees in such classifications so that existing employees are paid more than new employees in the same classification.

    SECTION 6.    The City Manager shall assign employees to appropriate classifications adopted by this ordinance.

    SECTION 7.    The Pay Plan adopted in Section 2 and the pay increase adopted in Section 3 shall apply to all hours worked in the pay period beginning on September 25, 2005.

    SECTION 8.    This ordinance shall be in full force and effect from and after its passage.
