AN ORDINANCE

amending Chapter 6 of the City Code as it relates to certificates of competency for plumbers; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    Chapter 6 of the Code of Ordinances of the City of Columbia, Missouri, is hereby amended as follows:

Sec. 6-52. Amendments.

    The code adopted by this article is hereby amended by substituting the following sections or portions of sections for those sections or portions of sections with corresponding numbers of the 2000 Edition of the International Plumbing Code or where there is no corresponding section in the code the following sections shall be enacted as additions to the code.

101.13 Expiration and revocation of certificate: All A new certificates of competency issued by the board shall be valid from the date of issuance until January 1 of the third year after the date of issuance.  Thereafter, the certificate shall be renewed every three (3) years the renewal date as listed in Section 101.15, or when revoked by the board. Business licenses required of plumbers, contractors, and contracting master plumbers shall expire annually in accordance with the provisions of Chapter 13 of the Code of Ordinances.

101.15 Certificate renewal: A Master Plumber or a Journeyman Plumber Certificate shall be renewed every three (3) years.  The renewal fee is ten dollars ($10.00).  Reexamination is not a renewal requirement. The first renewal date shall be January 1, 2003, and thereafter on January 1 at three (3) year intervals.  Failure to renew by the January 1 date of the renewal year shall result in expiration of the certificate.  An individual requesting renewal of an expired certificate must apply Individuals renewing certificates are required to make application for a new plumbing certificate and shall pay a fee according to the following schedule:. Reexamining is not a renewal requirement.

     1.    Ten dollars ($10.00) on or before January 1, 2003.

      21.    Fifty Ten dollars ($50.00 10.00) from January 2, 2003 to March 30, 2003 of the first year after expiration.

      32.    One hundred Fifty dollars ($100.00 50.00) from April 1, 2003 to December 31, 2003 of the first year after expiration.

     4.    Two hundred dollars ($200.00) from January 1, 2004 to December 31, 2004.

     5.    Two hundred dollars ($200.00) plus an additional one hundred dollars ($100.00) for each year after December 31, 2004.

     3.    One hundred dollars ($100.00) after January 2 of the second year after expiration plus an additional one hundred dollars ($100.00) for each additional year or fraction of a year after expiration.

    SECTION 2.    This ordinance shall be in full force and effect from and after its passage.
