Section 107-022; Res. 2-06; Declaring the necessity for street construction on Chapel Hill Road from Scott Boulevard to Gillespie Bridge Road; setting a public hearing

declaring the necessity for street construction on Chapel Hill Road from Scott Boulevard
Gillespie Bridge Road, construction of a signalized intersection at Scott Boulevard, construction
of major drainage structures across Scotts Branch and Goodin Branch, and the construction of
the upper basin of the Merideth Branch detention project; stating the nature of and the estimate
of the cost of the improvement; providing for payment for the improvement; providing for
compliance with the prevailing wage law; and setting a public hearing.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
SECTION 1. The City Council deems the
construction of portland cement concrete
pavement with integral curbs, or in the alternative, asphaltic concrete pavement with portland
cement concrete curbs and gutters both 42 feet in width, together with sidewalks, driveway
approaches, storm drainage pipes and inlets, and miscellaneous work, all in accordance with the
City of Columbia Street and Storm Sewer Specifications and Standards, on Chapel Hill Road
from Scott Boulevard to Gillespie Bridge Road, construction of a signalized intersection at Scott
Boulevard, construction of major drainage structures across Scotts Branch and Goodin Branch,
and the construction of the upper basin of the Merideth Branch detention project, necessary to
the welfare and improvement of the City.
SECTION 2. The nature and scope of the
improvement shall consist of furnishing all labor,
materials, transportation, insurance and all other items, accessories and incidentals thereto
necessary for the complete construction of the improvements.
SECTION 3. The estimated cost of this
improvement is $2,787,300.
SECTION 4. Payment for the street improvement
shall be made by special tax bills
evidencing special assessments levied and assessed against the property specially benefitted by
and abutting the improvement in the manner specified by the laws of the State of Missouri and
the Charter and Ordinances of the City of Columbia, in an amount not to exceed $15.00 per
abutting front foot, and the balance from capital improvement sales tax funds, County Road Tax
Rebate Funds, Boone County Grant Funds, Development Agreement Funds and such other funds
as may be lawfully appropriated.
SECTION 5. Any work done in connection
with the construction of the improvement
specified above shall be in compliance with the provisions of the prevailing wage laws of the
State of Missouri.
SECTION 6. This resolution shall be published
in a daily newspaper of general circulation
in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to
this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E.
Broadway, Columbia, Missouri, at 7:00 p.m. on January 17, 2006.
