Section 107-119; Res. 37-06; Declaring the necessity for construction of improvements at various parks; setting a public hearing

     A RESOLUTION

declaring the necessity for construction of improvements at Oakland Park, Columbia Cosmopolitan Recreation Area, MKT Trailhead at Scott Boulevard, Twin Lakes Recreation Area, The ARC, Martin Luther King Memorial/MKT Trailhead at Stadium Boulevard, Bethel Park, Kiwanis Park, Rock Quarry Park, Woodridge Park, Bear Creek Park, Rockbridge Park, McKee Street Park, Again Street Park and Oakwood Hills Park; stating the nature of and the estimate of the cost thereof; providing for payment for the improvement; providing for compliance with the prevailing wage law; and setting a public hearing.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The City Council deems that the construction of improvements  to park roads, parking lots and outdoor basketball courts, including:

     Seal Coat and Parking Lot Striping:
    (1)    The parking lot and Blue Ridge Road in Oakland Park;
    (2)    The parking lot and roadways at the Dexheimer Shelter, Rainbow Softball Center, Skate Park, Antimi Sports Complex, L.A. Nickell Golf Course and football fields in the Columbia Cosmopolitan Recreation Area;
    (3)    The MKT Trailhead parking lot on Scott Boulevard;
    (4)    The entry road and parking lot in the Twin Lakes Recreation Area;
    (5)     The parking lot and roadways at The ARC;
    (6)     The parking lot at the Martin Luther King Memorial/MKT Trailhead on Stadium Boulevard;
    (7)     The parking lot and roadways in Bethel Park;
    (8)     The parking lot and roadways in Kiwanis Park;
    (9)     The parking lot and roadways in Rock Quarry Park;

     Asphalt Paving:
    (1)    Paving and curbing the parking lot that services the two new fields at the Antimi Sports Complex and the radio control track in the Columbia Cosmopolitan Recreation Area;
    (2)    Overlay the entry road to the Martin Luther King Memorial/MKT Stadium Trailhead;

Overlay or Repave the Following Outdoor Basketball Courts:
    (1)    Oakland Park;
    (2)    Woodridge Park;
    (3)    Bear Creek Park;
    (4)    Rockbridge Park;
    (5)    McKee Street Park;
    (6)    Again Street Park;
    (7)    Oakwood Hills Park;

Expansion or Construction of Parking Lots:
    (1)    Expansion of the existing perimeter parking lot at The ARC to add another row of parking (approximately 75 spaces);
    (2)    Construction of a new parking lot at the Martin Luther King Memorial Shelter;

are necessary to the welfare and improvement of the City.

    SECTION 2.  The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items, accessories and incidentals thereto necessary for the complete construction of the improvements.

    SECTION 3.    The estimated cost of this improvement is $306,000.00.

    SECTION 4.    Payment for this improvement shall be made from Park Sales Tax Funds, Capital Improvement Sales Tax Funds, a Save America’ s Treasure Grant, and such other funds as may be lawfully appropriated.

    SECTION 5.    Any work done in connection with the construction of the improvement specified above shall be in compliance with the provisions of the prevailing wage laws of the State of Missouri.

    SECTION 6.    This resolution shall be published in a daily newspaper of general circulation in the City of Columbia for seven (7) consecutive insertions, and a public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m. on March 6, 2006.
