Section 107-202; Res. 73-06; Authorizing the Mayor to issue a Proclamation establishing a sister city relationship with Laoshan District, Qingdao, Shandong Province, People’ s Republic of China


Council Bill No. R 73-06

     A RESOLUTION

authorizing the Mayor to issue a Proclamation establishing a sister city relationship with Laoshan District, Qingdao, Shandong Province, People’ s Republic of China.

    WHEREAS, Laoshan District, Qingdao, Shandong Province, People’ s Republic of China, has expressed interest in developing a sister city relationship with the City of Columbia; and

    WHEREAS, a four-person delegation from Laoshan District visited Columbia in January 2006 for the purpose of meeting with local government officials to discuss the feasibility of a sister city relationship; and

    WHEREAS, Columbia Friends of China, a local not-for-profit organization, has established communication with Laoshan District and has requested, by letter, that the City of Columbia enter into a sister city relationship with Laoshan District; and

    WHEREAS, Columbia Friends of China has followed sister city guidelines established by Council Policy Resolution 32-96 and agrees to all provisions of the Policy Resolution and will be responsible for coordinating the sister city relationship and all associated activities on behalf of the City of Columbia; and

    WHEREAS, the objectives of the sister city relationship will be to foster individual and group educational and cultural exchanges, shared activities and projects, and economic cooperation.
    
    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The Mayor of the City of Columbia, Missouri, is authorized to issue a joint proclamation with the Mayor (or equivalent) of Laoshan District, Qingdao, Shandong Province, People’ s Republic of China, establishing a five-year relationship between Columbia and Laoshan District.
