    A RESOLUTION

establishing a pilot program to replace inefficient window air conditioners with energy efficient window air conditioners for low income senior citizens, disabled persons and families with young children; and authorizing an agre
ement with Central Missouri Community Action.

    WHEREAS, the City Council has encouraged the Water and Light Department to pursue energy conservation and efficiency programs with particular emphasis on programming for low income customers; and

    WHEREAS, the Midwest Energy Efficiency Alliance has established a program that improves efficiency, reduces summer electric peak demand and assists low income customers; and

    WHEREAS, a partnership is being proposed between the Central Missouri Community Action and the Water and Light Department to provide energy efficient window air conditioners to low income senior citizens, disabled persons and families with young children; and

    WHEREAS; the Public Works Department will recycle the replaced air conditioning units as part of this program.

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    A pilot program to replace inefficient window air conditioners with energy efficient window air conditioners is hereby established.  The energy efficient window air conditioners will be conveyed to low income senior citizens, disabled persons and families with young children who have been certified by the Central Missouri Community Action as meeting guidelines for this pilot program.

    SECTION 2.    The total cost of this pilot program shall not exceed $12,900.00.

    SECTION 3.    This program shall be administered by the Water and Light Department with assistance from the Public Works Department.

    SECTION 4.    The City Manager is hereby authorized to execute an agreement with Central Missouri Community Action.  The form and content of the agreement shall be substantially as set forth in "Exhibit A" attached hereto and made a part hereof as fully as if set forth herein verbatim.
