     AN ORDINANCE

amending Chapter 27 of the City Code as it relates to water rates; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    Chapter 27 of the Code of Ordinances of the City of Columbia, Missouri, is hereby amended as follows:

Sec. 27-122. Water rates inside city limits--Residential/commercial multiple family facilities.

    (a)     The rates to be charged for water furnished to residential customers, and commercial multiple family facilities customers, within the city limits of the city are hereby fixed as follows:

     (1)    Rates per one hundred (100) cubic feet (1ccf), inside city limits:

        All water, beginning with first
        one hundred (100) cubic feet (1ccf)    $ 1.628 1.84

    Summer water usage as defined
        by subsection (b)     2.279 2.576

    (b)      Summer water usage. All water consumption, occurring during summer as defined in section 27-16, which exceeds five (5) CCF for the billing period will be charged at the summer rate listed in subsection (a)(1).

     (1)     Exceptions. For commercial multiple family facilities served through a single meter, and for water service metered separately for lawn irrigation, the summer rate will be assessed on water consumption occurring during summer as defined in section 27-16 which exceeds one hundred (100) percent of the customer's average monthly winter water use during the immediate preceding billing periods of January, February and March.  For water service metered separately for lawn irrigation, the summer rate will be assessed on all water consumption occurring during summer as defined in section 27-16.

Sec. 27-122.1. Same--Commercial.

    (a)     The rates to be charged for water furnished to commercial customers within the city limits who use fifty thousand (50,000) cubic feet (500ccf) or less per month average during nonsummer months (October through May) are hereby fixed as follows:

     (1)    Rates per one hundred (100) cubic feet (1ccf), inside city limits:

    All water, beginning with first
        one hundred (100) cubic feet (1ccf)     $ 1.487 1.606

    Summer water usage as defined
        by subsection (b)     2.279 2.576

    (b)      Summer water usage. All water consumption occurring during summer as defined in section 27-16 which exceeds one hundred (100) percent of the customer's average monthly winter water use during the immediate preceding billing periods of January, February and March will be charged at the summer rate listed in subsection (a)(1).

     (1)    Exception. For water service metered separately for lawn irrigation, the summer rate will be assessed on all water consumption occurring during summer as defined in section 27-16.

Sec. 27-122.2 Same--Large commercial.

    (a)     The rates to be charged for water furnished to commercial customers within the city limits who use more than fifty thousand (50,000) cubic feet (500ccf) per month average during nonsummer months (October through May) are hereby fixed as follows:

     (1)    Rates per one hundred (100) cubic feet (1ccf), inside city limits:

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)     $ 1.368 1.505

            by subsection (b)     2.279 2.576

Sec. 27-123. Water rates outside city limits--Residential/commercial multiple family facilities.

    (a)     The rates to be charged for water furnished to residential customers, and commercial multiple family facilities customers, outside the city limits are hereby fixed as follows:

    (1)    Rates per one hundred (100) cubic feet (1ccf), outside city limits:

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)     $ 2.165 2.447

        Summer water usage as defined
            by subsection (b)     3.031 3.426

    (b)      Summer water usage. All water consumption, occurring during summer as defined in section 27-16, which exceeds five (5) CCF for the billing period will be charged at the summer rate listed in subsection (a)(1).

     (1)     Exceptions. For commercial multiple family facilities served through a single meter, and for water service metered separately for lawn irrigation, the summer rate will be assessed on water consumption occurring during summer as defined in section 27-16 which exceeds one hundred (100) percent of the customer's average monthly winter water use during the immediate preceding billing periods of January, February and March.  For water service metered separately for lawn irrigation, the summer rate will be assessed on all water consumption occurring during summer as defined in section 27-16.

Sec. 27-123.1. Same--Commercial.

    (a)     The rates to be charged for water furnished to commercial customers outside the city limits who use fifty thousand (50,000) cubic feet (500ccf) or less per month average during nonsummer months (October through May) are hereby fixed as follows:

     (1)    Rates per one hundred (100) cubic feet (1ccf), outside city limits:

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)     $ 1.978 2.136

    (a)     The rates to be charged for water furnished to residential customers, and commercial multiple family facilities customers, outside the city limits within the former boundaries of dissolved Public Water Supply Districts No. 1 and No. 2 are hereby fixed as follows:

    (1)    Rates per one hundred (100) cubic feet (1ccf):

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)    $ 1.884 2.116

        Summer water usage as defined
            by subsection (b)     2.637 2.962

    (1)    Rates per one hundred (100) cubic feet (1ccf):

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)     $ 1.720 1.847

        Summer water usage as defined
            by subsection (b)     2.637 2.962

Sec. 27-124.2. Same--Large commercial.

    (a)     The rates to be charged for water furnished to commercial customers outside the city limits within the former boundaries of dissolved Public Water Supply District No. 1, who use more than fifty thousand (50,000) cubic feet (500ccf) per month average during nonsummer months (October through May) are hereby fixed as follows:

     (1)    Rates per one hundred (100) cubic feet (1ccf):

        All water, beginning with first
            one hundred (100) cubic feet (1ccf)     $ 1.583 1.731

        Summer water usage as defined
            by subsection (b)     2.637 2.962

All water consumption occurring during summer as defined in section 27-16 which exceeds one hundred ten (110 100) percent of the customer's average monthly winter water use during the immediate preceding billing periods of January, February and March will be charged at the summer rate listed in subsection (a)(1).

    SECTION 2.    The new rates established in this ordinance shall be applied to utility bills beginning with the first complete cycle billed after October 1, 2006.

    SECTION 3.    This ordinance shall be in full force and effect from and after its passage.
