Section 108-071; Res. 16-07; Authorizing the City Manager to apply to the Missouri Department of Transportation for Safe Routes to School funds under the SAFETEA-LU Act of 2005

     A RESOLUTION

authorizing the City Manager to apply to the Missouri Department of Transportation for Safe  Routes to School funds under the SAFETEA-LU Act of 2005.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1. The City Manager is authorized to apply to the Missouri Department of Transportation for Safe  Routes to School funds under the SAFETEA-LU Act of 2005, for the following projects in FY 2007:    

1.    West Boulevard Sidewalk: Ash Street to Worley Street (east side) - Cost estimate $257,000.00.  This project would construct a new five-foot wide sidewalk along the east side of West Boulevard between Ash Street and Worley Street.  This is across the street from West Boulevard Elementary School. A sidewalk exists on the west side of West Boulevard between Ash Street and Worley Street.  There is also an existing sidewalk on the east side of West Boulevard from Ash Street to the south of Broadway.  This project is included in the draft Columbia Sidewalk Project Plan as a Columbia Public School District suggestion.

2.    Smiley Lane Sidewalk: portion of block between Derby Ridge Drive and Bold Venture Drive (north side) –  Cost estimate $50,000.00.  The construction of this project would fill the gap in the middle of the block along the north side of Smiley Lane between Derby Ridge Drive and Bold Venture Drive.  A sidewalk exists on the western side of the block, while on the eastern portion of the block, a sidewalk will be constructed as part of development activity.  The center property along the Smiley Lane frontage lacks a sidewalk, and it is this lot along which the new five-foot sidewalk would be constructed.  This project is included in the draft Columbia Sidewalk Project Plan as a Columbia Public School District suggestion.

3.    Garth Avenue Sidewalk and Medians/Crosswalk: Texas Avenue to Thurman Street (east side) - Cost estimate $585,000 (sidewalk); $87,000 (medians/crosswalk).  This project would include  two elements.  The first is to provide a five-foot sidewalk along the east side of Garth Avenue in the vicinity of Parkade Elementary School.  A sidewalk exists along the west side of Garth Avenue from Texas Avenue to Thurman Street and this project would provide a complementary sidewalk along the eastern side of this segment of Garth.  The sidewalk portion of this project is included in the draft Columbia Sidewalk Project Plan as a Columbia Public School District suggestion.  The second element of this project is the construction of a pedestrian median and improved crosswalk on Garth Avenue, just north of Parkade Boulevard adjacent to the school.  An additional median would also be constructed on Garth Avenue to the south of Parkade Boulevard to provide for traffic calming.

4.    Oakland Gravel Road Sidewalk: Smiley Lane to Blue Ridge Road (west side) - Cost estimate $422,000.00.  This project would construct a new five-foot wide sidewalk along the west side of Oakland Gravel Road between Smiley Lane and Blue Ridge Road. This would be a helpful addition to the sidewalk system in a neighborhood with numerous schools.  It would particularly improve pedestrian access to Lange Middle School and would also be beneficial for Oakland Junior High School and Blue Ridge Elementary School.  This project is included in the draft Columbia Sidewalk Project Plan as a City staff suggested project.  

5.    Non-Infrastructure Project: Parkade Elementary School Walking School Bus, Pedestrian and Bicycle Safety and Bicycle Train  Programs - Cost estimate $11,000.00.  This project would involve the City subcontracting with the Pednet Coalition to provide Walking School Bus, Pedestrian and Bicycle Safety and Bicycle Train programs for Parkade School children.  The Pednet Coalition has experience in coordinating and implementing these programs.  A portion of the grant would support enhanced traffic enforcement by the Columbia Police Department.

6.    Non-Infrastructure Project: Derby Ridge Elementary School Walking School Bus, Pedestrian and Bicycle Safety and Bicycle Train Programs - Cost estimate $11,000.00.  As in the Parkade Elementary project, this project would involve the City subcontracting with the Pednet Coalition to provide Walking School Bus, Pedestrian and Bicycle Safety and Bicycle Train programs for Derby Ridge School children as well as enhanced traffic enforcement by the Columbia Police Department.

7.    Non-Infrastructure Project: West Boulevard Elementary School  Design Charette - Cost estimate $15,275.00.  This project would involve the City subcontracting with a consultant to provide a design charette related to a redesign of the bus drop-off area for West Boulevard School.
