     AN ORDINANCE

amending the Major Roadway Plan, a part of the 2025 Transportation Plan; and fixing the time when this ordinance shall become effective.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The Major Roadway Plan, a part of the City’ s 2025 Transportation Plan, is amended as follows:

    I.    The following roadway addition is made in the Midway area:

A.    Boothe Lane: Existing as a major collector from Lathrop School Road to Westlake Road.

    II.    The following roadway additions are made in the Northwest area:

A.    Bell Road: Existing as a major collector from Locust Grove Church Road to O.B. Brown Road.  

B.    O.B. Brown Road: Existing as a major collector from Bell Road to Akeman Bridge Road.

C.    Akeman Bridge Road: Existing as a major collector from O.B. Brown Road to Route VV.

D.    Hinton Road: Existing as a major collector from Route VV to U.S. Highway 63.

E.    O’ Neal Road: Existing as a major collector from north of Fenton Road to Akeman Bridge Road.

F.    Wade School Road: Existing as a major collector from Mauller Road to Akeman Bridge Road.

G.    Fenton Road: Existing as a major collector from O’ Neal Road to Creasy Springs Road.

III.    The following roadway additions are made in the North  U.S. 63 area:

A.    Calvert Hill Road: Existing as a major collector from U.S. Highway 63 to Boatman Hill Road.

B.    McGee Road: Existing as a major collector from Boatman Hill Road to North Brown Station Road.

C.    Wagon Trail Road: Existing as a neighborhood collector from Calvert Hill Road to Oakland Church Road.

D.    Oakland Church Road: Existing as a neighborhood collector from Wagon Trail Road to western terminus.

E.    Clays Fork Road: Existing as a neighborhood collector from Wagon Trail Road to Oakland Gravel Road.

F.    Boatman Hill Road: Existing as a neighborhood collector from Ketterer Road to Calvert Hill Road.

G.    Oakland Gravel Road: Existing as a neighborhood collector from Oakland Church Road to Ketterer Road.

H.    Ketterer Road: Existing as a neighborhood collector from Oakland Gravel Road to North Brown Station Road.

I.    Route B: Existing as a minor arterial from Route HH to McGee Road.

J.    North Brown Station Road: Existing as a major collector from Route HH to McGee Road.

IV.    The following roadway additions are made in the Northeast area:

A.    Spiva Crossing Road: Existing as a major collector from North Brown Station Road to Phillipe Road.

B.    O’ Rear Road: Existing as a neighborhood collector from North Brown Station Road to Route HH.

C.    Phillipe Road: Existing as a major collector from Route HH to Spiva Crossing Road.

D.    Route HH: Existing as a minor arterial from Kircher Road to Route Z.

V.    The following roadway additions are made in the Route Z area:

A.    Mount Hope Road: Existing as a neighborhood collector from Liddell Lane to Route Z.

B.    Route Z: Existing as a minor arterial from Liddell Lane to Route HH.

C.    Thompson Road: Existing as a neighborhood collector from Wyatt Lane to Route PP.

VI.    The following roadway additions are made in the east Boone County area:

A.    Judy School Road: Existing as a major collector from Route Z to Glendale Drive.

B.    Andrews Lane: Existing as a neighborhood collector from Mexico Gravel Road to Route Z.

C.    Mexico Gravel Road: Existing as a major collector from Route Z to Glendale Drive.

D.    St. Charles Road: Existing as a major collector from Route Z to Glendale Drive.

E.    Outer Road North: Existing as a local non-residential from Route Z to Dozier’ s Station Road.

F.    Dozier’ s Station Road: Existing as a major collector from Outer Road North to St. Charles Road.

G.    Outer Road South: Existing as a local non-residential from Rangeline Road to Purdy Lane.

H.    Carter School Road: Existing as a major collector from Rangeline Road to Outer Road South.

VII.    The following roadway additions are made in the Oakland area:

A.    Mexico Gravel Road: Existing as a local residential from Route B to Brown Station Road.

B.    Hinkson Creek Road: Existing as a major collector from Mexico Gravel Road to Circumferential Arterial.

VIII.    The following roadway addition is made in the South Farm area:

A.    Rangeline Road: Existing as a major arterial from Vemers Ford Road to New Haven Road.

IX.    The following roadway additions are made in the South U.S. Highway 63 area:

A.    Ponderosa Street: Existing major collector from its southern terminus to Bonne Femme Church Road.

B.    Route AB: Existing as a major collector from U.S. Highway 63 to Rangeline Road.

C.    Deer Park Road: Existing as a neighborhood collector from its western terminus to U.S. Highway 63.

D.    Bennett Drive: Existing as a neighborhood collector from its southern terminus to Highway 163.

X.    The following roadway addition is made in the Rock Quarry Road area:

A.    Buttonwood Drive: Existing as a major collector from Grindstone Parkway to Green Meadows Road.

XI.    The following roadway additions are made in the Scott Boulevard area:

A.    Brushwood Lake Road Realignment: Future neighborhood collector from Scott Boulevard to approximately 1,100 feet west of Scott Boulevard.

B.    Thornbrook Parkway: Existing and future neighborhood collector from Scott Boulevard to Brushwood Lake Road.

C.    Highlands Parkway: Existing neighborhood collector from Forum Boulevard to Bentpath Drive.

XII.    The following roadway additions are made in the Route K area:

A.    Mt. Celestial Road: Existing neighborhood collector from Route K to Route K.

B.    Warren School Road: Existing neighborhood collector from Mt. Celestial Road to Old Plank Road.

C.    Timber View Drive/Nursery Road: Existing and future neighborhood collector from Route K to Old Plank Road.

D.    Old Plank Road: Existing major collector from West Dothage Road to Route K.

E.    Smith Hatchery Road: Existing major collector from West Dothage Road to Old Plank Road.

F.    West Dothage Road: Existing neighborhood collector from Old Plank Road to Smith Hatchery Road.

G.    Stanley Poe Road: Existing major collector from High Point Lane to Route N.

H.    Route N: Existing major collector from Stanley Poe Road to High Point Lane.

XIII.    The following roadway additions are made in the Route 763 corridor area:

A.    Local Non-Residential Street #1: A new local non-residential street from the terminus of Interstate Drive to Smiley Lane.

B.    Local Non-Residential Street #2: A new local non-residential street from the terminus of Lotus Loop to a planned MRP local street extension (Harvester Drive extended west of Rangeline Street).

C.    Local Non-Residential Street #3: A new local non-residential street from the south terminus of Almond Drive to Smiley Lane.

D.    Local Non-Residential Street #4: A new local non-residential street from Local Non-Residential Street #3 to Rangeline Street (Route 763).

E.    Local Non-Residential Street #7: A new local non-residential street from Providence Road, north of Big Bear Boulevard, to east of Rangeline Street.

F.    Local Non-Residential Street #8: A new local non-residential street from Local Non-Residential Street #7 to Big Bear Boulevard, west of Rangeline Street.

G.    Local Non-Residential Street #9: A new local non-residential street from the east terminus of Local Non-Residential Street #7 to Big Bear Boulevard, east of Rangeline Street.

XIV.    Remove Cunningham Road as a future neighborhood collector from its existing terminus to Rollins Road.

    SECTION 2.    This ordinance shall be in full force and effect from and after its passage.
