     A RESOLUTION

authorizing the City Manager to apply to the Missouri Department of Transportation for Surface Transportation Enhancement funds under the American Recovery and Reinvestment Act (ARRA) of 2009.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The City Manager is authorized to apply to the Missouri Department of Transportation for Surface Transportation Enhancement funds under the American Recovery and Reinvestment Act (ARRA) of 2009, for one of the following projects in FY 2009:

1.    Providence Road (Route 163) Shoulder Bike Lanes: Stadium Boulevard to Green Meadows Road ($250,148.00).  This project would include the resurfacing of the disintegrating shoulder along both sides of Providence Road and add striped bike lanes. The current shoulder is unmarked and is in such poor shape it is dangerous for bicyclists. Links two major bikeways:  Stadium and MU bikeways to future Providence South Bikeway (Green Meadows Road to Rock Bridge).

2.    MKT Connectors to Katy Lane, Katy Place, and Stadium Boulevard (Total construction cost: $224,874.00; Katy Lane - $155,000.00, Katy Place - $121,874.00, Stadium Boulevard - $49,000.00).  The MKT trail is the premier non-motorized connection to downtown.  Enhancing connections to the trail and making them safer is critical for bicycle transportation.  The three connectors are high priority for enhanced access to the MKT trail.

3.    Stadium Boulevard Sidewalk/Pedway: College Avenue to Providence Road – north side ($403,913.00).  This is a critical east-west link connecting the stimulus-funded bike lanes on Stadium Boulevard that are east of College Avenue and west of Providence Road.  Between College Avenue and Providence Road, the auto lanes are narrow and traffic moves fast, negating the possibility for bicycles sharing the outside vehicle lane.  Up to $204,000.00 in GetAbout funding is available to cover a portion of the needed bicycle facility.  Additional funds are needed to construct a safe bicycle facility for two-way bicycle traffic.  In addition, due to the lack of a sidewalk of any kind, this section or roadway is inaccessible to handicapped individuals and difficult for general pedestrian traffic.  The University of Missouri has expressed strong support for this project because of extremely heavy pedestrian traffic during special events such as sports games and concerts at the sports complex.

4.    Intersection safety and accessibility enhancements at Stadium Boulevard and Maryland Avenue/Monk Drive/College Avenue/Ashland Road/Old 63 ($532,000.00; can be supplemented by City capital funds for the Old 63 intersection improvement project).  It is difficult and often dangerous for pedestrians to cross Stadium Boulevard in the vicinity of MU.  Major improvements are taking place at the intersection of Providence Road and Stadium Boulevard to address part of this problem.  Moderate and even somewhat minor improvements at the intersections of Stadium Boulevard and Maryland Avenue, Monk Drive, College Avenue, Ashland Road and Old 63 can vastly improve the safety and ADA accessibility of the intersections.  

5.    Avenue of the Columns (Eighth Street) ($200,000.00).  This would include the streetscape improvements (e.g. landscaping) on the west side of Eighth Street from Walnut Street to the new City Hall addition at Broadway and Eighth Street.
