Section 110-341; Ord. 20334; Approving a revision to the PUD development plan of The Highlands Phase 8; granting a variance to the Subdivision Regulations

approving a revision to the PUD development plan of The Highlands Phase 8; granting
variance to the Subdivision Regulations; setting forth conditions for approval; and fixing the time
when this ordinance shall become effective.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS
SECTION 1. The City Council hereby
approves the revision to the PUD development plan
of The Highlands Phase 8, dated June 12, 2009. The property is located southwest of the Forum
Boulevard and Old Plank Road intersection and contains approximately 5.30 acres. This revision
eliminates the connection of Stonehaven Road to Old Plank Road and provides for a cul-de-sac
bulb at the existing terminus of Stonehaven Road. A 20-foot wide pedestrian and emergency
vehicle access easement across Lot 827B would connect Stonehaven Road to Old Plank Road.
SECTION 2. Subdivider is granted a
variance from the requirements of Section 25-47(a) of
the Subdivision Regulations so that the maximum cul-de-sac length can be extended to 3,000 feet
on Stonehaven Road.
SECTION 3. Approval of the revision
to the PUD development plan of The Highlands Phase
8 is subject to the following conditions:
1. Access shall be provided from the
terminus of Stonehaven Road to Old Plank Road by
means of a private street that meets the following design standards which are intended to
accommodate emergency vehicle and pedestrian access:
a. The private
street shall be constructed to a width of 22 feet with a 20-foot wide
pavement and roll-back curb; and
b. A breakaway
gate shall be constructed at the Old Plank Road entrance to the private
street with space to allow fire apparatus to pull completely off of Old Plank Road.
2. Property owner shall pay the City
$20.00 per lineal foot of frontage along Old Plank Road
for future construction of 5-foot sidewalks along Old Plank Road prior to final plat approval.
3. The private street shall be maintained
by the Homeowners Association to standards which
allow the streets to be used by emergency vehicles.
4. The private street shall be available
for use by the public for pedestrian and bicycle
SECTION 4. This ordinance shall be
in full force and effect from and after its passage.
