Section 110-468; Res. 205-09; Declaring the necessity for the construction and extension of a 12-inch water main serving Lot 2 within Providence Village South, Plat 1; setting a public hearing

     A RESOLUTION

declaring the necessity for the construction and extension of a 12inch water main serving Lot 2 within Providence Village South, Plat 1; stating the nature of the improvement; estimating the extra cost for constructing a 12-inch rather than an 8-inch water main; providing that the improvement shall be made by Steve and Cheryl Wendling; providing that payment for the extra cost of constructing a larger water main shall be from water utility funds; and setting a public hearing.

    WHEREAS, Steve and Cheryl Wendling desire to install an 8inch water main to serve property abutting the proposed water main extension; and

    WHEREAS, the City for reasons of health, safety, public welfare, and future adequate service to areas other than Lot 2 within Providence Village South, Plat 1, requires that a 12inch water main be installed; and

    WHEREAS, plans and specifications for such installation have been prepared by the Director of the Water and Light Department.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.    The Council deems the construction of about 480 feet of 12inch water main pipes and accessory valves and fittings serving Lot 2 within Providence Village South, Plat 1 necessary to assure adequate future water supply for the health, safety and welfare of the citizens of the City.

    SECTION 2.    The nature and scope of the improvement shall consist of furnishing all labor, materials, transportation, insurance and all other items necessary for the complete construction of the water main described in Section 1.

    SECTION 3.    The estimated differential cost (the cost of constructing a 12-inch water main which exceeds the cost of constructing an 8-inch water main) of this improvement is $10.18 per linear foot; and the estimated differential cost of solid rock excavation, if necessary, above that required to install an 8inch water main, is $2.00 per linear foot.

    SECTION 4.    This improvement shall be made by Steve and Cheryl Wendling.

    SECTION 5.    Payment of differential costs, not to exceed the estimated amounts stated in Section 3, shall be made to Steve and Cheryl Wendling from the Capital/Transmission and Distribution Mains Account upon satisfactory completion of the work and acceptance of the Engineer's Report by the City Council.

    SECTION 6.    A public hearing in respect to this improvement will be held in the Council Chamber of the Daniel Boone Building, 701 E. Broadway, Columbia, Missouri, at 7:00 p.m. on September 21, 2009.  The City Clerk shall cause notice of this hearing to be published in a newspaper published in the City.
