Council Bill No. R 232-09

     A RESOLUTION

recognizing the service of Gary S. Markenson to the Missouri Municipal League and the City of Columbia.

WHEREAS, the Missouri Municipal League (MML) is a statewide organization whose goal is to strengthen cities through unity and cooperation; and

WHEREAS, Gary S. Markenson will retire on January 15, 2010 after completing outstanding service to the Missouri Municipal League since 1968; and

WHEREAS, Gary Markenson began his MML career in 1968 as a part-time intern and in 1970 as a full-time staff associate; and

WHEREAS, Gary Markenson was named Deputy Director of the MML in 1976 and Executive Director in 1981, succeeding Mr. Jay T. Bell; and

WHEREAS, Gary Markenson has served in leadership positions on various professional and governmental boards, including president of Missouri Institute of Public Administration – local ASPA chapter), 1977; member of the Governor’ s Local Government Advisory Board, 1985; National League of Cities Board of Directors, 1988-1992; president of the Missouri Society of Association Executives, 1992; and appointed to the Missouri River Regional Library Board, 2008; and

WHEREAS, Gary Markenson wrote many technical bulletins; including Forms of Government for Missouri Municipalities, Personnel Manual for Missouri Municipalities, Handbook for Municipal Clerks and Handbook for Newly Elected Officials; and

WHEREAS, Gary Markenson has earned the admiration and respect of elected and appointed municipal officials and staff throughout Missouri and the respect of his fellow MML directors around the country for his enthusiasm, professionalism, sense of humor and hard work.

NOW, THEREFORE, BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

SECTION 1.  The City Council takes great pleasure in recognizing the significant professional achievements of Gary S. Markenson and expresses its sincere gratitude for the invaluable contributions he has made to local government in the State of Missouri.
