Council Bill No. R 289-09

     A RESOLUTION

adopting a list of high priority transportation improvement projects; and requesting federal assistance in funding these projects.

    WHEREAS, Congress is preparing a new federal transportation bill which will authorize funds for federal-aid highways, highway safety programs, transit programs and other purposes; and

    WHEREAS, the City of Columbia and the County of Boone are in agreement on the highest priority transportation improvements needed in the Columbia/Boone County area; and

    WHEREAS, the City wishes to communicate its needs and priorities to members of the Missouri Congressional Delegation.

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA, MISSOURI, AS FOLLOWS:

    SECTION 1.  The City Council of the City of Columbia, Missouri adopts the following list of high priority transportation improvement projects:

2010 City of Columbia and Boone County Federal Funding Priority:

?    East Columbia Transportation Extension to I-70
    Requesting:
    $40 million for 740 extension
    $34 million for Ballenger improvement
    $59 million for Highway WW improvement   
    
?    Airport Overpass at State Route H
    Requesting $11 million to provide safer access to the     Columbia Regional Airport and eliminate driving hazards associated with vehicles crossing highway lanes.

?    Two Mile Prairie Wastewater
Requesting $12.7 million to build a wastewater treatment facility in southern Boone County and close at least one wastewater treatment lagoon.

2010 City of Columbia Federal Funding Priority:

Airport:

?    Runway 2-20 and Taxiway A Reconstruction and Extension
    Requesting $24.6 million for reconstruction and extension of existing main runway and rehabilitation and extension of a parallel taxiway (Taxiway A) to Runway 2-20.

Federal Transportation:

?    COLT Railroad Rehabilitation
    Requesting $11 million to upgrade and rehabilitate the track and roadbed of City’ s 21 mile short line railroad.
    
?    East Columbia Transportation Extension to I-70
    Requesting:
    $40 million for 740 extension
    $34 million for Ballenger improvement
    $59 million for Highway WW improvement
        
·         US 63 and Route WW Improvements
    Requesting $6 million to improve intersection, bridges, and widening Route WW.

·          US 63 and MO Route AC Interchange Improvements
    Requesting $12.48 million to improve and reconfigure current overpass over US 63 with ramps and traffic signals.

·        Scott Boulevard at I-70 Interchange
    Requesting $17 million to design and construct interchange at I-70 in the area of Midway to improve traffic flow from Scott Boulevard to I-70.

Transit:

?    Transit Vehicles:
    Requesting $3,750,850 to purchase six (6) paratransit vans, four (4) 40-foot heavy duty buses, and four (4) 35-foot heavy duty buses and one (1) additional new heavy duty 40-foot bus to the fleet.

Other:
?    Avenue of the Columns (Eighth Street)
    Requesting $2.5 million to revitalize an important area of downtown Columbia.

    SECTION 2.  The City Council requests the assistance of the federal government in funding the high priority projects listed in section 1.  The City Manager is authorized and directed to communicate this request for assistance to members of the Missouri Congressional Delegation.
