 CITY COUNCIL MEETING - COLUMBIA, MISSOURI
 APRIL 12, 1999

INTRODUCTORY
    The City Council of the City of Columbia, Missouri met for a special session at 7:00 p.m., on Monday, April 12, 1999, in the Council Chamber of the City of Columbia, Missouri.  The roll was taken with the following results: Council Members JANKU, CROCKETT, CAMPBELL, KRUSE, HINDMAN, and COBLE were present.  Council Member COFFMAN was absent.  The City Manager, City Counselor, City Clerk, and various Department Heads were also present.

NEW BUSINESS
R71-99     Declaring results of the April 6, 1999, election.
    The resolution was read by the Clerk.
    Comments were called for with none received.
    The vote on R71-99 was recorded as follows: VOTING YES: JANKU, CROCKETT, CAMPBELL, KRUSE, HINDMAN, COBLE.  VOTING NO: NO ONE.  ABSENT: COFFMAN.  Resolution declared adopted, reading as follows:

(A)     Comments of Ms. Coble, outgoing 1st Ward Council member.
    Ms. Coble thanked her family for instilling in her the desire to contribute back to her community.  She commented on how grateful she was for the understanding and support of her friends and family.  Ms. Coble singled out Council Members as well as staff members for their knowledge and help.  She pointed out the many positive changes in the First Ward, and the City as a whole, in the last six years.
    Ms. Coble congratulated Almeta Crayton and said she thought she would serve the First Ward well.

(B)     Comments of Mr. Kruse, outgoing 5th Ward Council member.
    Mr.  Kruse commented that it has been both an honor and a privilege to serve on the Columbia City Council.  He observed it had also been a tremendous education.  Mr. Kruse pointed out that the Council has had some very difficult decisions to make, and he thought they had addressed these issues with a great deal of grace, wisdom, and effectiveness.   He thanked the Council for their dedication and the staff for making his job a lot easier than it could have been.  He thanked his campaign committee and said they had worked very hard over the past eight plus years.  Mr. Kruse stated he was grateful to his constituents for their comments, and also for all of the volunteers that work in the City.  He singled out his neighbor and good friend, Fran Pope; his campaign manager, Chip Cooper; and his wife, Ila Lynn Irwin.
    Mr. Kruse congratulated Almeta Crayton for her victory in the First Ward  and John John for his great campaign in the Fifth Ward.  He thought Mr. John would be a great addition to the Council.

(C)     Presentations to outgoing Council members Coble and Kruse.
    Ms. Coble and Mr. Kruse joined Mayor Hindman and Mr. Beck at the podium.   Mayor Hindman outlined what it takes to be a member of the City Council.  He reported both Ms. Coble and Mr. Kruse had served the City and their constituents very well.  He read and presented them both with framed Resolutions of Appreciation, as well as plaques on behalf of the City Council and City staff in appreciation for their work on the Council.  Both were presented with a certificate for a Heritage Tree in recognition of their service on the City Council.  Ms. Coble indicated she would like to have a red bud tree planted in the Worley Street Park.  Mr. Kruse said he would like to have a swamp white oak tree planted in the Forum Nature Area.
    Mayor Hindman presented Mr. Kruse's wife with a corsage.
    Mr. Beck presented Ms. Coble and Mr. Kruse with their name plates and City pins.  Regardless of the disagreement on issues of this Council, Mr. Beck said they have always found a way to work together, very effectively, for the good of the City.  On behalf of himself and the City staff, Mr. Beck thanked both Ms. Coble and Mr. Kruse for that.

(D)     Oath of Office - Council members Crayton and John.
    The City Clerk administered the Oath of Office to both Council Member Crayton and Council Member John.  Mayor Hindman presented Ms. Crayton and Mr. John with their framed Commissions of Office and escorted them to their seats at the Council table.  On behalf of the Council, Mayor Hindman welcomed them and reported everyone is looking forward to working with them.

(E)     Comments by Council Member Crayton.
    Ms. Crayton said she is here to work hard and did not take the seat for granted.  She introduced friends and family that had come with her this evening.  She thanked them for their hard work on her campaign.

(F)     Comments by Council Member John.
    Mr. John thanked everyone who supported him and the people that had worked on his campaign.  He reported he is looking forward to working with the Council and the staff.   Mr. John introduced his wife, Karen; his son, Justin, and his mother, Martha B. John.

(G)     Introductions by the City Manager.
    Mr. Beck introduced the Department Heads present.  He commented they do a very good job for the City.  He introduced his wife, Dee, and indicated how much he appreciates all of her help and support.

(H)     Election of Mayor Pro-tem.
    Mayor Hindman made the motion that Council member Janku be elected as Mayor Pro-tem.  The motion was seconded by Mrs. Crockett and approved unanimously by voice vote.

(I)     Appointment of Council Committees by Mayor.
    Mayor Hindman made the following appointments to the following committees:

    Mayor Hindman invited everyone to attend a reception in the mezzanine conference room following the meeting.
    There being no further business, the meeting adjourned at 7:50 p.m.
