General Benefit Information

In addition to a competitive, annually reviewed salary schedule, the City of Columbia offers its permanent employees an outstanding fringe benefit package — briefly summarized below.

Tax Deferred Plans

(Tax-deferred plans are subject to IRS rules & regulations)
Section 125 Tax Savings Plan Group Insurance Premiums, Child Care Expenses and Non-Reimbursable Medical Costs are eligible for pre-tax deferral.
457 Deferred Compensation Plan All employees are eligible to defer pre-tax dollars into this plan, and are encouraged to defer a minimum of 2% of salary, whereupon the City will contribute a matching amount of up to 2% into a 401(a) plan on the employee's behalf.

Group Insurance Benefits

Medical & Dental Coverage Employees and their eligible dependents are eligible to enroll for coverage effective the first of the month following date of employment. The City has a self-funded insurance program, which offers Major Medical coverage, as well as Dental and Prescription Drug benefits. The City pays a specific amount toward the cost of coverage.
Life Insurance Employees and eligible dependents are eligible to enroll for life insurance benefits immediately upon hire. The cost to the employee will depend upon the amount of coverage elected, union affiliation (when applicable), etc.
Long-term Disability Coverage Coverage under this benefit occurs after approximately six months of employment, and is available to all employees at no cost.

Post Employment Benefits

Social Security The City and the employee each contribute 7.65% of the employee's salary to Social Security. This provision does not apply to uniformed Fire personnel.
Supplementary Pension Plan (LAGERS) All eligible City employees (excluding Police, Fire and Railroad employees) are automatically enrolled in the Missouri Local Government Employees Retirement System (LAGERS) following the first six months of employment. Contributions to this plan are paid in full by the City.
Supplementary Pension Plan (Police/ Fire) Uniformed police and fire personnel are enrolled in their own respective pension plans, which are administered by the City of Columbia. Contributions to these plans are made by the City and the employees.
401(a) Plan Contributions of up to 2% of gross wages are paid by the City into the 401(a) plan. This is contingent upon the employee contributing a like amount into a 457 deferred compensation plan.
Post-Employment Health Plan (PEHP) The City contributes a fixed dollar amount to individual employee accounts on a bi-weekly basis. Upon separation of service, these funds will be available to cover the cost of post-employment insurance premiums and medical expenses. In addition to the bi-weekly contributions from the City, employees who terminate employment after 10 or more years of service may be eligible to convert unused sick leave hours (on a dollar-per-hour basis) for deposit into said PEHP accounts.

Miscellaneous

Overtime Overtime may be available to eligible employees, and is payable at 1-1/2 times the employee's hourly rate. Professional, administrative and supervisory employees who are not eligible for overtime remuneration may be allowed flexibility with other time-off provisions.
Sick Leave Buyback Program Upon attainment of a six-month Sick Leave accrual balance, employees may, at their option, "sell back" a specified number of Sick Leave hours for a pre-determined dollar amount. This occurs on an annual basis.

    (NOTE: Time-off accruals and provisions vary for some public safety operations)
    Vacation Leave: Employees accrue vacation from the initial date of hire and are eligible to use vacation following six months of employment.
    Zero (0) to five (5) years: Ten (10) days per year; maximum accrual of twenty (20) days
    Five (5) to ten (10) years: Twelve and one-half (12-1/2) days/year; maximum accrual of twenty-five (25) days
    Ten (10) to fifteen (15) years: Fifteen (15) days per year; maximum accrual of thirty (30) days
    Fifteen (15) to twenty (20)years: Seventeen and one-half days/year; maximum accrual of thirty-five (35) days
    More than twenty (20) years: Twenty (20) days per year; maximum accrual of forty (40) days
    Floating Holidays Three (3) "floating" holidays per year which may be designated by the employee after completion of the first year of employment. A maximum accrual of nine (9) floating holidays is allowed.
    Holidays Seven (7) holidays each year with full pay. If a holiday is worked, equal time off or pay is provided.
    Sick Leave Accumulated at 1.5 days a month with no maximum accrual.

    Notice

    The City of Columbia, in conformity with the Drug Free Workplace Act of 1988, has adopted a policy mandating that the manufacture, distribution, dispensation, possession or use of non-prescribed controlled substances, or the use of alcohol, or the unauthorized distribution or sale of alcohol is unlawful and is prohibited in City workplaces. Employees who violate this policy may be required to attend counseling through the Employee Assistance Program or may be suspended or terminated from City employment. Employees who are convicted of violating any criminal drug statute in the workplace must notify the Human Resources Department within five working days of the conviction.
