FY2014 Social Services Funding Request for Proposals and Process

Request for Proposals

On July 1, 2013, the City of Columbia and County of Boone will begin accepting proposals from local organizations interested in contracting to provide social services to address the following issues:

• Basic Needs and Emergency Services

The FY2013 Request for Proposals is comprised of the following documents:

Service Period

FY2014 (January 1 - December 31, 2014) with the option to renew for two additional years (FY2015 & FY2016)

Informational Meeting

An informational meeting on FY2014 proposal preparation and submission will be held:

Proposal Submission

The Division of Human Services utilizes the CTK Online Data Manager (ODM), a web-based grants management system through which proposals for City of Columbia and/or Boone County social services funding must be submitted.

To submit a proposal under the current RFP:

1. Carefully read the ODM Basic User Guide and the City/County Social Services RFP Proposal Submission Instructions
2. Access the ODM www.ctkodm.com/bocomo

For questions about accessing and/or using the ODM or to report technical difficulties, please contact the Division of Human Services.

Pre-Submission Proposal Review

As a service to applicants, the Division of Human Services staff will, upon request, review proposals for completeness prior to submission. Please note that the sole purpose of this review is to assess whether or not the proposal is complete and inclusive of the required documents. A pre-submission review is not a review of the content of the proposal, nor is it an opportunity for technical assistance. Requests of this nature should be made in advance of a pre-submission proposal review request.

Pre-submission proposal review requests must be submitted to the Division of Human Services via e-mail to HumanServices@gocolumbiamo.com no later than 5:00 p.m. on July 24, 2013.

Deadline

The deadline to submit a proposal for FY2014 funding is July 31, 2013 at 5:00 p.m.

Applicant and Public Hearings

In October, hearings for all applicant organizations are held by the commission.

At its November meeting, the commission holds a public hearing in regard to the commission's preliminary funding recommendations for the upcoming fiscal year.
