The City of Columbia contracts with organizations to provide a wide range of social services to citizens of Columbia. As a significant factor in the allocation of funding for these services, the City utilizes information from independent evaluations of the capacity of organizations propsoing to enter purchase of service agreements with the City. Therefore, the goals of the evaluation are to:
The City's standardized evaluation process is comprised of a combination of self-reporting tools as well a site visit by the evaluator. A standardized instrument is utilized to capture the evaluator's observations of infrastructure, policies, procedures, and practices.
The evaluation is intended to assess the providers’ capacity in the following areas:
Evaluations are valid for a period of three years. Therefore, if an organization has completed an evaluation in the two years prior to submitting a proposal, that organization is not required to participate in the evaluation process at that time.
