7003 CITY OF COLUMBIA, MISSOURI
CLASS TITLE: COMMUNICATIONS OPERATOR I
Work is performed under the immediate supervision of the Administrative Services Coordinator and Communications Supervisors. Operates communications equipment in the Joint Communications and Information Center (Public Safety Joint Communications).

ESSENTIAL FUNCTIONS/TYPICAL EXAMPLES OF WORK PERFORMED
(This list is not comprehensive, but indicates duties and responsibilities which may be redefined pursuant to operational needs):
Successfully completes classroom and on-the-job training in call-taking and dispatching for law enforcement, fire department, and emergency medical services. Successfully completes pre-established evaluation and performance guidelines. Operates the enhanced 9-1-1 telephone system to receive emergency calls from the citizens of Columbia/Boone County. Operates non-emergency telephone equipment to receive non-emergency calls from the public and user agencies and is able to obtain/provide accurate information in a timely and courteous manner. Operates Computer Aided Dispatch system (CAD) to dispatch calls to user agencies and maintain accurate status of user agency personnel and apparatus. Operates the Missouri Uniform Law Enforcement System (MULES) to make inquiries/entries and send messages to other agencies. Operates all radio equipment to dispatch calls and is able to assist with trouble-shooting minor repairs. Monitors weather notification equipment in the communications room. Operates equipment designed to alert the public of severe weather and other major events making timely notifications to appropriate agencies and personnel. Assists with maintaining a list of inoperative fire hydrants, street closings, and other information pertinent to emergency responses. Maintains full knowledge of city and county streets, roads, and common-name locations. Maintains full knowledge of policies and procedures pertaining to PUBLIC SAFETY JOINT COMMUNICATIONS and user agencies. Performs related duties as needed or assigned.

KNOWLEDGE, SKILLS, AND ABILITIES - MINIMUM QUALIFICATIONS:
Graduation from high school/GED; or any equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Ability to read a map and become knowledgeable of Columbia/Boone County geography. Knowledge of public safety functions including police, sheriff and emergency medical services. Ability to use various computer systems and demonstrated ability to type (typing exercises are offered in the human resources dept. Mon-Fri., 8 am - 3:30 pm). Ability to speak clearly, concisely, and accurately over radio and telephone equipment during normal and high traffic periods. Ability to deal courteously and tactfully with the public and government officials. Ability to function efficiently under stress and handle numerous tasks simultaneously. Ability to use common sense and good judgment in analysis of problems. Ability to handle special assignments and projects. Ability to work unscheduled overtime. Ability to successfully complete MULES certification. Excellent work history and attendance record. MULES certification, and EMT training, prior dispatch experience preferred.
