Capital Improvement Projects


The City of Columbia purchased 77.07 acres of the former E. M. Philips farm in October 2004. Based on the purchase agreement approved by the City Council, the 62.95-acre lake area was donated by Bristol Lake Investments, LLC on December 30, 2005. Acceptance of the donated property was contingent upon the completion of improvements that included raising the dam for the lake, improving the spillway, dredging part of the lake to make it deeper and removing silt. These improvements are designed to make the lake suitable for a regional stormwater facility and a public recreational facility.

Bristol Lake Investments is also responsible for constructing a public street running from Ponderosa through the City's 140 acres. The City of Columbia is responsible for 50% of the cost of these improvements.

Philips Lake is not officially open to the public for fishing yet, as the primary road (Bristol Parkway) that provides access to the lake is not yet open to the public.   At this time, the only way for the public to access the lake without trespassing on private property is to park on the side of the street named Bristol Parkway. Unfortunately, Bristol Parkway has not been officially opened to the public. The process for making a road public requires that the contractor complete construction of the road and sidewalks and then finish the area by final grading and seeding the site.  The final construction plans are then submitted to Public Works for their inspection and acceptance. Once accepted, the road then becomes a public road.  At this time, the contractor has not yet completed Bristol Parkway and related sidewalks.  A lot of construction vehicles and equipment are still using the road. A car parked on the road could certainly be in the way of the contractors trying to finish the project or possibly damaged by the on-going construction.   Once Bristol Parkway is accepted by Public Works, the City will officially open the lake for fishing.

The City of Columbia has obtained a grant from the Missouri Department of Conservation in the amount of $157,500 for park development in support of a fishing lake, which will include the construction of an entrance road, parking lot, boat ramp, boat dock, restrooms, sidewalk, and lighting. This development in accord with this grant will be phase I of the park development. The park will also be master planned in conjunction with the Crane property for the development of a southeast regional park. The Parks and Recreation Department will be soliciting substantial public input in the planning of the Crane and Philips properties.
