The City of Columbia Planning and Zoning Commission is making changes to its Rules of Procedure to make the zoning public hearings and public review of subdivision plats a more orderly process. The Commission is interested in reducing the number of times cases are tabled, which promotes orderly scheduling and notice to the public, and establishing firm deadlines on submittal of written and graphic materials, which aids the preparedness of the Commissioners and improves the focus of public discussions.
The Rules of Procedure now include a rule on the maximum number of times a request may be tabled at the request of an applicant. In general, applicants may not request tabling of a zoning or subdivision request more than twice or more than two months later than the originally scheduled meeting date. Some exceptions apply. The rule is described under Section 23A of the Rules of Procedure. (Approved by the Commission April 9, 2006).
The Commission will next consider a rule on the deadline for submittal of application materials (including revisions) by applicants and materials submitted in response to hearing notices by interested citizens. In general, required application materials will be due seven (7) working days prior to the scheduled meeting of the Planning and Zoning Commission. Additional materials from applicants and concerned citizens will be due three (3) working days before the scheduled meeting. Details of the proposed rule are found under Section 10A of the Rules of Procedure. (Draft -To be discussed by the Commission April 23, 2006).
Details are provided in the accompanying copy of the Planning & Zoning Commission Rules of Procedure. Draft Procedure
