REQUEST FOR PROPOSALS

FUNDING RESERVED FOR
COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS

The City of Columbia Community Development Department is requesting proposals from qualified Community Housing Development Organizations (CHDOs) that are interested in producing affordable housing in the City of Columbia. A total of $86,300 in HOME CHDO funding from the Department of Housing and Urban Development is available to assist qualified CHDOs that propose to own, sponsor or develop affordable housing projects. CHDO Applications for these funds will be accepted until November 8, 2011 at 11:00 A.M. in the City of Columbia Community Development Department, 701 E. Broadway, Columbia, Missouri 65201.
Funding decisions will be made based upon the following criteria:

1. Financial feasibility;
2. The financial strength of the organization;
3. Administrative capacity, including past performance;
4. Compatibility of the project and priority housing need or population identified in the Consolidated Housing and Community Development Plan;
5. The impact the project has on meeting an identified housing need or population;
6. Neighborhood organization support or other public support;
7. Planned use of funds in a timely manner.

In order to qualify for funding, an organization must provide current information proving their qualification as a CHDO organization and must submit ten completed copies (3 hole punched) of their application to the City. All organizations must be designated as a 501(c)(3) organization by the Internal Revenue Service.

Interested not-for-profit organizations that currently meet the requirements of a “Community Housing Development Organization” or are proposing to meet these requirements should contact Randy Cole, Community Development Coordinator at (573) 874-6321 or e-mail rlcole@gocolumbiamo.com to obtain an application packet.

Funding is being provided through the City of Columbia, Missouri Community Development Department, the State of Missouri Department of Economic Development & the Department of Housing and Urban Development.
