The City of Columbia code deficiency abatement program is funded by the Department of Housing and Urban Development (HUD) Community Development Block Grant and is designed to help low- to moderate-income people residing in the neighborhood response team (NRT) area to make necessary exterior repairs to their home (peeling paint, deteriorated guttering, roof repairs, etc.). The program is administered by the Department of Planning and Development located on the second floor of the Daniel Boone Building at 701 E. Broadway. Program Guidelines
To be eligible for the program, applicants must: (a) meet the income guidelines established by HUD; (b) reside within the NRT area of Columbia; and (c) own and reside in the home needing the repairs. Income limits are updated annually. Income limits as of January 3, 2003 are"
Family Size Low Income
Maximum assistance per home is $5,000, with at least $500 provided as a grant (grant amount could increase to a maximum of $2,000 to address lead-based paint hazards). The remaining assistance is provided as a low interest loan (1% interest). Where possible, a payment plan will be established. However, loans may be deferred in cases where it is documented that monthly payments would prove a hardship for the homeowner. Loans of $1,000 or more will be secured by deed of trust.
Assistance is provided on a “first come, first served” basis. Contact the Community Development Division, Department of Planning and Development (874-7239) to request an inspection by the Housing Rehabilitation Specialist. If it is determined that you fit the City’s eligibility criteria for the program, you will be required to fill out an application and sign an authorization form which allows City staff to verify the financial data included on your application form. The Housing Rehabilitation Specialist will prepare a work write-up on your behalf and you will be required to obtain bid proposals for the needed repairs from at least three qualified contractors. City staff can assist you with this process upon request. These funds can only be used to address exterior repairs. If additional repairs to your home are required, upon request, you will be referred to the Owner Occupied Housing Rehabilitation Program.
