The City of Columbia owner-occupied housing rehabilitation program is funded by the Department of Housing and Urban Development (HUD) Community Development Block Grant and HOME programs and promotes neighborhood stability by providing funds to help low-income property owners make necessary improvements to their homes. The program is administered by the Department of Planning and Development located on the second floor of the Daniel Boone Building at 701 E. Broadway. Program Guidelines
To be eligible for the program, applicants must: (a) meet the income guidelines established by HUD; (b) reside within the City limits of Columbia; and (c) own and reside in the home to be rehabilitated.
Family Size Low Income
Priority for services is given to individuals who are very low income and/or reside within the CDBG Eligibility Area. The home must be "substandard" as defined by Columbia's Minimum Housing Code. All City code requirements must be met and identified lead based paint hazards eliminated, before each rehabilitation project is completed.
Minimum cost for the rehab must exceed $1,000, and maximum funding available for rehab activities is $25,000. An additional $10,000 is available to address lead-based paint hazards in homes built prior to 1978. Rehab funds are provided as a low interest loan (1% interest); however, a portion of the funds used to address lead-based paint hazards are granted to a homeowner and do not have to be repaid. Loans may be deferred in cases where it is documented that monthly payments would prove a hardship for the homeowner.
