The City of Columbia adopted its first land use plan in 1935. "A City Plan for Columbia, Missouri" featured a greenbelt and scenic highway as major elements within the plan.
Since then, the plan was revised in 1966, 1968, 1980, and 1990. The Metro 2020 Land Use Plan was adopted in 2001 as part of the Metro 2020: A Planning Guide for Columbia's Future.
The Department of Planning and Development is in the process of revising the Land Use Plan using an approach which broadens the traditional definitions of the land use categories to include a mix of uses within each district, provided that these uses are shown to be compatible.
