Emergencies are potentially hazardous conditions that constitute a danger to human beings or could seriously damage individual property. Examples would be trees down across street blocking passage; flooding in streets; icy streets; and damage to streets such as buckling, large potholes, service cuts that could cause vehicular damage.G
