DEPARTMENT / DIVISION:
Public Works
Work is performed under the general supervision of the Transportation Manager and the immediate supervision of the Parking Supervisor. This is clerical and office work performed in the City's parking lots Work involves standard clerical duties of a highly procedural nature including filing, sorting, mathematical computations, posting data, keeping records, operating office machines and computer based cash registers, and collecting fees. Special operational skills, if required by a specific position, are generally acquired through on the job training.
SUPERVISION RESPONSIBILITIES:
None.
WORK PERFORMED:
Performs clerical work such as the posting of detailed records; makes arithmetic computations and performs basic accounting functions; makes change and receives cash payments; checks/ maintains lists; writes and issues tickets to customers. Collects parking fees and enters information on each collection in the computer based cash register using plu-type equipment. Reads and comprehends 12 annunciator coder and lights without direct supervisor assistance. Calculates and collects parking fees; makes change; and balances cash drawer. Utilizes computer based cash register to collect parking fees, issue receipts, validate ticket stubs, and open gates for customers, and to generate daily and monthly reports. Reads and corrects fault/errors on entracomp card reading system computer and re-programs system after power outages. Updates system as data is received. Changes ribbons and paper for slip printer, receipt/journal printers, check validation printer, and receipt stamping pads. Opens and closes operation daily without direct supervision. Operates ticket dispensing equipment, and entry/exit gates. Includes manual operation during malfunction and power off conditions. Operates the electro-mechanical counter system, and in cases of malfunction, disables the system to allow vehicle entry to exit. Deals with the public and City employees in a professional manner on a daily basis. Patrols and enforces parking regulations. Maintain office in clean and orderly manner. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school or GED and one year of general business experience; or any equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Some knowledge of business practices, methods, and procedures. Physical capability sufficient to manually lift entry/exit gates by hand. Ability to calculate and collect parking fees, make change, and balance cash drawer. Ability to utilize computer based cash register to enter data, maintain record base, and generate reports. Ability to operate modern office equipment such as calculators, computer based cash registers, etc. Ability to verbally communicate well with the general public. Ability to establish and maintain effective working relationships with other City employees and the general public. Ability to accurately follow both oral and written instructions as well as coded instructions given by computerized equipment. Demonstrated ability to patrol and enforce parking regulations. Ability to write legibly and accurately and to communicate effectively both orally and in writing. Ability to perform mechanical tasks on required equipment. Ability to work at routine assignments for extended periods as needed. Excellent work history and attendance record. In departments where a vehicle is used to perform some duties or run errands, employees must possess/maintain valid Missouri Driver's License, excellent driving record and (in some cases) a dependable personal vehicle for on-the-job use.
