Work is performed under the general supervision of the Director of Health with the incumbent planning and carrying out assigned duties and resolving problems according to established guidelines and procedures. This is responsible and varied clerical/administrative work of a difficult nature. The employee is responsible for performing complex clerical work, operating with a high degree of independence over specified, standardized activity areas and refers only highly unusual or technical problems to supervisor for decision. Work involves processing vital records, preparing reports documents, and forms, maintaining records systems, greeting the public, providing clerical support to boards and commissions, and carrying out various information processes.
SUPERVISION RESPONSIBILITIES:
Usually none; however, the employee in this class may provide technical guidance to other employees as a function of responsibility over specific programs or operations.
WORK PERFORMED:
Receives, processes and records vital records (birth, death, and fetal death) promptly and accurately. Prepares certified copies of birth and death certificates or certificate abstracts upon request. Processes burial-transit permits. Identifies inaccurate vital records and educates submitters (hospitals, health care providers, mortuaries) to improve quality and accuracy of records. Collects and deposits service fees and other general health revenues. Acts as a receptionist; ascertains nature of contacts; provides information related to the department’s policies and practices, or regulatory guidelines; resolves or refers, as necessary, telephone or direct complaints and inquiries. Handles administrative division clerical assignments, telecommunications/IT, and security track requests. Maintains filing and records systems. Procures supplies and equipment pertinent for administration division. Prepares correspondence and monthly reports using a personal computer. Reviews documents for accuracy, clarity, proper grammar, and syntax. Operates a variety of office equipment. Maintains employee rosters and emergency notification system for staff. Prepares meeting notices, agendas, and official minutes and records for Board of Health and other appointed advisory commissions. Cross-trains for related positions and performs related duties as assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school and five years of experience in general clerical or office work; or any combination of education and experience which would provide the following knowledge, skills, and abilities: Knowledge of standard office practices, procedures and equipment, and ability to perform a variety of complex clerical work requiring exercise of judgment. Knowledge of proper grammar, style, syntax, spelling, punctuation, and arithmetic. Demonstrated ability to maintain confidentiality and communicate effectively, both orally and in writing. Ability to maintain official records and prepare standard reports. Ability to operate a variety of office equipment, including a personal computer. Proficiency in a variety of software applications (Word, Excel, Access, HTE, and state developed vital records programs). Ability to successfully complete the City Clerical Exam and typing test prior to application deadline. Ability to establish and maintain effective working relationship with other employees and general public. Excellent customer service skills. Ability to make mathematical computations. Prefer experience in health related setting, familiarity with medical terminology. Excellent work history and attendance record.
